This position is part of the National Archives and Records Administration. National Personnel Records Center. As a Physical Security Specialist, you will plan, organize, administer, train, and evaluate all security and safety programs that include all National Personnel Records Center (NPRC) occupied facilities.
Duties
As a Physical Security Specialist, you will:
Serve as the Physical Security Specialist for NPRC and administers a comprehensive physical security, safety and occupational health and fire prevention program for the organization engaged in administrative and clerical operations, warehouse operations and material handling operations.
Plan, schedule, and may conduct Interagency Security Committee (ISC) Risk Management Process (RMP) security assessments and Occupational Safety and Health surveys of NPRC facilities and provides advice and guidance to managers engaged in a full range of record center operations.
Coordinate activities involving the procurement of intrusion detection systems (Alarm/CCTV), physical security barriers, safety equipment, medical monitoring services, and industrial hygiene support. Coordinates with Community Fire Department, Civilian Law Enforcement, Public Health Services, General Services Administration and Federal Protective Service to resolve mutual problems.
Investigate and analyze mishaps and hazardous conditions to determine origin, causes and contributing elements and prepares oral and/or written reports concerning findings.
Interpret Occupational Safety and Health Administration (OSHA) regulations, or when none are existent or applicable, develop NPRC-specific standards and formulates center-wide work-place safety policies, procedures, and guidelines.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized experience at the GS-11 level: To be qualified for this position at the GS-11 level, you must have at least one year of specialized experience equivalent to the GS-09 level that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position must include:
Experience in managing or overseeing a physical security program based upon guidelines such as Interagency Security Committee (ISC) or other similar higher-level guidelines. AND
Experience in performing security inspections or assessments and recommending countermeasures in order to improve procedures for existing or new facilities. AND
Experience with developing effective security policy, interpreting regulations, and identifying and collecting information about security incidents
OR
You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR
You may qualify by a combination of experience and education.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable (as defined in 5 CFR 300, Subpart F):
For the GS-11, you must have been at the GS-09level for 52 weeks.
