The position is organizationally assigned to the Fiscal Service. The incumbent assists the Chief Financial Officer and/or the Assistant Fiscal Officer in conducting audits in the areas of finance, acquisition, logistics, payroll, and capital asset management quality control of the medical center. The primary purpose of this position is to improve the business practices in finance, acquisition, contracting, payroll, procurement, and capital asset management.

Duties

The Auditor will provide oversight over finance, logistic sand capital asset management findings, and serves as an important liaison to the Centralized Accounting Unit, external auditors, the VA OIG and the Office of Management. Duties include but not limited to: Performs financial audits by examining accounts and financial records for the purpose of certifying and attesting that the financial statements fairly represent the financial position of the organization as a predetermined date; and to conduct activities related to the detection of fraud, waste, and abuse. Performs program reviews of logistics, contracting, accounting, part time MDs, and capital asset management operational functions and ensures these reviews are performed in compliance with internal audit programs. Assists in the development of an annual review schedule of the Chief Fiscal Officer. Conducts audits and may be responsible to form audit teams made up of medical center staff with appropriate expertise and/or credentials. Assists in the development of the audit protocols used by the teams. Reviews findings for compliance with the protocol and for consistency across the VHA based on information received from MQAS visits, FQAM visits and other external reviews. Determines/recommends areas in need of improvement and provides the appropriate tools for improvement; providing recommendations to improve productivity, cost effectiveness and quality of work processes. Develops and provides training with regard to financial processes including internal controls for financial staff throughout the medical center. Develops and plans programs for achieving and maintaining total quality transaction processing and customer service throughout the business cycle. Lead process improvement teams to review processes and procedures based on audit findings within the Medical Center or elsewhere within the Medical Center. Performs other assigned related duties Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/17/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07, for a GS-11 position you must have served 52 weeks at the GS-09, for a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. ***This position has Individual Occupational Requirements (IORs). The applicant MUST meet one of the two IORs listed below to be considered.***Individual Occupational Requirements: A. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting. OR, B. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following 1.Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; (TRANSCRIPTS REQUIRED); 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. (TRANSCRIPTS REQUIRED) Experience and education requirements for GS-09, GS-11, and GS-12: In addition to meeting the basic entry qualification requirements above, applicants must have specialized experience and/or directly related education in the amounts shown below. You may qualify based on your experience and/or education as described below: Specialized Experience for GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the theory, concepts, principles, and practices of accounting, finance and performance auditing standards; Knowledge of acquisition, logistics, payroll, or capital asset management quality control; Experience with input/retrieval/reporting: OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate education level classes, only classes 500 level and above will be counted towards combination. Specialized Experience for GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the theory, concepts, principles, and practices of accounting, and as required, federal government financial and performance auditing standards; Experience in acquisition, logistics, payroll, and capital asset management quality control; Knowledge of IT software systems for managerial, financial, and logistics, input/retrieval/reporting. OR, Education (Transcripts Required if substituting any or all qualifications with education) Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have you must have a Ph.D. degree or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.. OR, Combination (Transcripts Required if substituting any or all qualifications with education): Applicants may also combine education and experience to qualify at this level. You must possess combinations of progressively higher level graduate education leading to a Ph.D. degree or LL.M and specialized experience directly related to the work of the Auditor position, which may be used to meet the experience requirements for GS-11 position. Qualifications for GS-12 found in Education section below. The full performance level of this vacancy is GS-12. The actual grade at which an applicant may be selected for this vacancy GS-9, GS-11, or GS-12. Examples of specialized experience would typically include, but are not limited to: Professional knowledge of the theory, concepts, principles, and practices of accounting, and as required, federal government financial and performance auditing standards; Experience in acquisition, logistics, payroll, and capital asset management quality control; Comprehensive knowledge of IT software systems for managerial, financial, and logistics, input/retrieval/reporting, Experience in write and develop performance specifications and standards for audit review programs and activities; and comprehensive knowledge to plan, analyze, determine cost benefit relationships and coordinate a great variety of functions, operations, and teams or interfacing administrative systems

There is no educational substitution at the GS-12 grade level.
