This position is part of the Office of Fossil Energy and Carbon Management - National Energy Technology Laboratory - NETL, Department of Energy. As a Purchasing Agent, you will be responsible for procurement of materials, supplies, equipment and construction from commercial businesses and government agencies. Incumbent handles any claims and terminations independently, providing sound analysis and recommendations to the Contracting Officer.

- You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report within 30 days of entering the position and annually (5CFR Part 2634, Subpart I USOGE, 6/08).
- This position is eligible for remote work. If selected, it is required to sign a remote work agreement detailing remote working conditions and expectations for position. Work may only be performed from a location in the U.S.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:
GS-6: One year of specialized experience equivalent to the GS-5 grade level in the federal service. Specialized experience is defined as: Assisting Senior Purchasing agent in providing procurement advice and assistance to customers and/or end users; Reviewing vouchers and invoices ensuring receipt of goods or services, proper charges; Making determinations regarding any additional information needed to support or complete purchase requests; and Serving as a purchase cardholder within delegated procurement guidelines of the General Services Administrations (GSA) Smart Pay Government-wide purchase card program.
GS-7: One year of specialized experience equivalent to the GS-6 grade level in the federal service. Specialized experience is defined as: Serving as a buyer for a variety of procurement transactions; Conducting price analysis, and negotiation of price, technical elements of the product/work to be performed, terms of award,; Initiating procurement planning by considering fiscal, business, and legal aspects relating to the procurement; Reviewing the purchasing request and performance time; Uploading relevant supporting documentation/correspondence in the electronic purchase card order award file; and verifying receipt of items purchased, and closing out procurement awards.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better.
