This Lead Police Officer (Sergeant) position is located in Police Service at the VA Healthcare System, Providence location. This position is a full-time at 40 per week.
Duties
Duties include but are not limited to:
Leads a team of Police Officers and other administrative staff.
Directs day-to-day lead policing operations & non-lead policing assignments.
Refers to supervisor questions or matters not covered by standards and problems in meeting performance standards.
Consults with the immediate supervisor for assistance on problems, such as backlogs to ensure work is completed timely, effectively, and efficiently.
Provides on the job training & acts as a field training officer to new employees.
Checks on work in progress & reviews completed work to ensure that the supervisor's instruction & deadlines have been met.
Participates in the selection of staff as requested by the supervisor; provides or coordinates staff training, either during shift briefing or designated training days.
Coaches & mentors current & new employees to ensure employees obtain the necessary training to be productive. Provides on-the-job training to new employees in accordance with established procedures and practices.
Performs certain elements of the work away from Departmental properties when consistent with Federal law, regulation, VA policy and operational guidance.
Serves as a Federal Police Officer with full law enforcement & investigative authority as defined within 38 USC 902, VA Directives, Handbooks, & other operational guidance.
Carries firearms & other weapons, intervenes when necessary to deescalate situations & determines when and how much force must be applied.
Advises individuals of their (Miranda, Weingarten, Garrity, etc.) rights, & protects the constitutional and civil rights of persons.
Identifies & preserves evidence, writes comprehensive incident reports, prepares case files, and testifies in court as it pertains to enforcing laws & regulations.
Responds to calls for police assistance, irregularities, & unusual or suspicious circumstances.
Performs drug & contraband intervention techniques & provides training to those areas where contraband identification and knowledge is imperative for the staff.
Operates specialized vehicles & equipment in support of law enforcement & security operations.
Enforces traffic rules & regulations, including those related to speeding & reckless operation of vehicles while impaired or intoxicated.
Leads & initiates investigative contacts/stops. Seeks, detects, seizes, and protects evidence & witnesses at the scene of an incident.
Interviews witnesses & persons involved, determines whether facts warrant an arrest or lesser action.
Controls facility access via Entry Control Point (ECP) & Traffic Control Points (TCP) during emergency operations.
Takes charge of significant & catastrophic events as the incident commander (e.g. active threats/shooter, terroristic threats or attacks, suicides, fires, full and partial property closures, infrastructure failures and natural disasters) until additional resources are mobilized & response plans are fully executed.
Leads, initiates and guides staff regarding how to proceed with investigative stops on suspicious & potentially dangerous persons & suspicious vehicles independently.
The independent decisions could be lifesaving & will be made without the assistance of supervision.
Provides guidance & assistance to staff in the use of the National Incident Management System & Incident Command System protocols to establish command & control, develop a course of action and contain, mitigate, & recover from an incident.

This position is a LIUNA Bargaining Unit position.
Selectee may be required to work at any VISN 1 Healthcare System campus, as needed.
Current and former Federal employees must submit copies of their most recent SF-50 (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held.
This position is in the Competitive Service.
The incumbent may be required to travel to other VA campuses and CBOC's.
Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment.

GS-08 Full Performance:
Specialized Experience: One year of specialized experience (equivalent to the GS-07 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes but is not limited to: maintaining order to protect life and property; taking initial complaints; interviewing witnesses; securing a crime scene and conducting limited searches; responding to emergency situations; gathering information and preparing reports; conducting routine patrol, traffic control, and traffic accident investigations.
There is no educational substitution for the GS-08 level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Special Requirements: The incumbent and all Federal Employees must:
be eligible for Personal Identity Verification (PIV) Credential and must maintain PIV credential eligibility during their services with the agency.
have a successfully required adjudicated background investigation and obtain and maintain a required security clearance.
carry firearms for safety and security as required by the VHA Police Service (PS).
be proficient in the English language.
pass an initial pre-employment medical examination and an annual medical examination to include psychological assessment. Must immediately report to the supervisor any significant medical threshold shifts in health status and/or medication requirements.
possess a valid driver's license as a condition of continued employment as a VA Police Officer.
successfully pass Police Officer Standardized Training (POST) at the Law Enforcement Training Center (LETC).
successfully pass the POST/R (refresher) training course on a recurring basis as defined by VA.
complete other mandatory training to remain knowledgeable and skilled in specialized tactics, techniques, and procedures necessary to prepare and respond to catastrophic events, terror attacks and related threats to the facility.
work uncommon tours of duty as needed, to include nights, weekends, holidays, overtime, rotating shifts, and emergency call-backs.
achieve and maintain qualification in the use of agency approved firearms as a condition of continued employment as a VA Police Officer. This includes meeting the provisions of the Gun Control Act (Lautenberg Amendment) of 1968, as amended by Public Law 104-108 and found at 18 USC, Section 992.
Driver's License Requirement: Applicants must possess a valid, unrestricted State driver's license, have a safe driving record, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely. Applicants are required to pass agency Government Vehicle Drivers physical examination.

Firearm Requirement: VA Police Officers are required to carry agency-approved firearms while on duty on VA property. Officers must achieve and maintain qualification/certification with the agency-approved firearms as condition of gaining and continuing employment as a Police Officer. Applicants must be able to possess firearms under the terms of the Gun Control Act of 1968, as amended (18 U.S.C. 922(g)(9).
Physical Requirements: The work requires, on a regular and recurring basis, considerable and strenuous physical exertion, such as frequent climbing of multiple flights of stairs, walking while on patrol, and running while pursuing observed violators or suspects and eloping committed patients, crouching or crawling in restrictive areas during search and standing for prolonged periods of time, physical contact with combative subjects, frequent exposure to inclement weather conditions, such as rain and extreme cold in winter and extreme heat in the summer while outside on patrol. Will at times use extreme physical exertion to restrain felons or psychotic patients in a safe manner.
POLICE DUTY OR AUXILIARY POLICE DUTY, SECURITY WORK, COLLEGE SECURITY WORK AND WORK IN CORRECTIONAL INSTITUTIONS, IS NOT QUALIFYING EXPERIENCE.
