Duties
This position is located at the Clement J Zablocki VA Medical Center, Milwaukee, WI. (695) - a
Level 1a Complexity VAMC Facility, and is organizationally aligned under the Office of the
Chief of Staff. The primary purpose of this position is to perform tasks associated with the
ongoing planning and coordinating of the administrative operations related to the affiliated house
staff and associated health academic programs. This also includes responsibility for coordinating
the appointment, promotion and termination of house staff records, reports preparation and
correspondence control, fund control maintenance, maintain quality assurance requirements,
liaison with VA and affiliated non-VA teaching and licensing bodies and special projects as
required. The incumbent serves as a focal point for information and advice for the operations of
the Education program at the facility.
Major Duties:
Maintains a current copy of disbursement agreement with both affiliates and renews agreement as mandated by OAA.
Working with the affiliated medical institutions (Medical College of Wisconsin Affiliated Hospitals) disbursing agent at the start of each academic year on schedules, ensuring salaries, benefits, services and timekeeping remain within the established guidelines.
Maintain communication with both medical school affiliates to keep abreast of any changes that occur during the year. On an as needed basis, meet directly to discuss and ensure changes in processing procedures are carried out appropriately.
Supplies all of the affiliates with the appropriate documents and training materials for incoming house staff prior to appointment approval.
Monitors and ensures that all incoming house staff complete the on-line mandatory training for all trainees initially and then yearly on TMS.
Maintains documentation of cost expended for internal and external auditing purposes for a multi-million annual budget.
Submits written documentation to the disbursing agent of any discrepancies found during the quarterly audit and requests amended invoices prior to final payment.
Provides administrative support to the ACOS/Education. The incumbent develops Division level memoranda according to local and VA Central Office policies and directives.
Incumbent provides oversight of the Resident Supervision Responsibilities and monitors all initiatives under this program and keeps the ACOS/Education abreast of changes and additions to the program.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/17/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a S-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
SPECIALIZED EXPERIENCE: Must possess one year of specialized experience equivalent to at least the GS-7 grade level in Federal Service that equips you with the particular knowledge, skills, and abilities to perform successfully the duties of this position. Specialized experience includes: Applying analytical and evaluative techniques to the identification, consideration and resolution of issues and problems. Obtaining information necessary to evaluate and analyze the issues and effectiveness of program operations in meeting established goals. Knowledge of systems redesign or equivalent programs. Working with basic statistical tools. Possessing knowledge and technical skill in the use of computers.
OR
EDUCATION: a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree (transcripts required) from an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED)
OR
COMBINATION: a combination of successfully completed graduate education and experience. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify. (TRANSCRIPTS REQUIRED)
