Requirements

- This is a Drug Testing Designated Position (TDP). A pre-employment drug test is required, and the position is subject to random drug testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
QUALIFYING ITEMS:
Evaluates and implements hardware/software capabilities to satisfy emerging IT requirements and trends such as network management, cyber security, cloud computing, virtualization, IT infrastructure, and project management.
Investigates and analyzes emerging information technologies and off-the-shelf hardware/software products to identify and recommend those appearing to have good potential for successful application to current and projected operational requirements.
Can employ advanced analytical, troubleshooting and design skills to implement new systems, correct software/hardware issues in existing systems, and improve performance through systems, software, and hardware upgrades/changes.

*MAJOR DUTIES AND RESPONSIBILITIES:
Technical Development 25%
Designs, develops, tests, and evaluates information systems throughout the systems development life cycle, building and implementing information systems for standard business processes. Oversees the technical development, promulgation and implantation of new or evolving automated systems which support the MARFORCYBER and other customer mission. Coordinates, installs, and tests operating systems, local area network, wide area network, and video equipment. Ensures the stable operation of the organization's computer network. This includes planning, developing, installing, configuring, maintaining, supporting, and optimizing all network hardware, software, and communication links. Manages servers related to network monitoring and reporting, security, and system usage and trending and archival requirements. Manages security solutions, including firewall, anti-virus, and intrusion detection/prevention systems. Manages all network hardware and equipment, including routers, switches, firewalls, and uninterrupted power supply (UPS's), and their configurations. Ensures network connectivity of all servers, workstations and other network appliances
Representative and Liaison 20%
Plans, prepares, and executes tests of information technology (IT) systems designed and developed for standard business processes in assigned customer organizations. Reviews and analyzes requirements for automated information systems needed to support MARFORCYBER and other customers. Reviews requirements to prevent duplication of effort and assess the impact a new system will have on current or future systems. Advises management and users on software and hardware solutions, or upgrades that improve systems and operations effectiveness for all network systems. May negotiate with vendors on pricing and other terms and conditions. Reviews MARFORCYBER and other customer network initiatives and ensures that solutions follow USMC standards. Conducts research on emerging products, services, protocols, and standards in support of systems software procurement and development efforts.
System Design 20%
Researches, interprets, modifies, and develops requirements and specifications for systems that meet business requirements. Deploys, manages and maintains all security systems for end user and system security, and their corresponding or associated software. This includes firewalls, intrusion detection/prevention systems, and anti-virus software. Assists in design and implementation of disaster recovery plan, routines and schedules for networks, servers, and software applications. Designs, performs, and/or oversees penetration testing of all systems in order to identify system vulnerabilities. Assists in the development and execution of security plans for protection of MARFORCYBER and other customer data from unauthorized internal or external access. Monitors server logs, firewall logs, intrusion detection logs, and network traffic for unusual or suspicious activity. Interprets activity and makes recommendations for resolution. This includes scrutinizing network traffic, establishing and updating virus scans, and troubleshooting. The incumbent will also analyze and resolve security breaches and vulnerability issues in a timely and accurate fashion, and conduct user activity audits where required. Tasks include: Conduct risk analysis, feasibility study, and/or trade-off analysis to develop, document, and refine functional requirements and specifications for new or modified applications.
System Maintenance and Configuration 30%
Develops and implements configuration management plans for complex wide area networks (WANs). Troubleshoots and resolves network problems. Initiates corrective action with vendor representatives as appropriate, opening/resolving trouble-tickets, if required, to bring in vendor support for resolution. This includes installing upgrades or patches and configuring and optimizing all network hardware, software, and communication links as part of resolution. The incumbent will also analyze and resolve end user hardware and software computer problems that have been escalated from the helpdesk, in a timely and accurate fashion, and provide end user assistance where required. Develops, implements, and maintains policies and procedures for network administration, usage, and disaster recovery. Tracks, coordinates, and manages the cryptographic requirements for the enterprise architecture to include the management and maintenance of encryption devices at MARFORCYBER. Manages configuration and connection security for all MARFORCYBER networks (LAN, WAN, VLAN). Manages access policies and maintenance of systems that monitor and provide or restrict access to external systems and sites in accordance with existing policies and guidelines. Coordinates with management and end user community for system outages related to upgrades, planned maintenance, or unscheduled problem resolution.
Research and Documentation 5%
Creates and maintains documentation as it relates to network configuration, network mapping, processes, and service records. Conducts research on network products, services, protocols, and standards to remain abreast of developments in the networking industry. Conducts software and systems engineering work to develop new capabilities at the systems or network level. Practices network asset management, including maintenance of network component inventory and related documentation and technical specifications. Provides schematics, documentation, procedures, and guidance on network issues to management and internal staff.
