This position will be assigned to the JBSA Randolph NAF Human Resources Office. This is a regular full-time category position with guaranteed 40 hrs. per week. Employees appointed to a regular category position are eligible for benefits.
Duties
Serves as the subject matter expert of the NAF payroll data system; assisting in staffing, recruitment, benefits, and other HR programs assigned; and providing guidance on payroll and leave programs. Act as the JBSA HR liaison for payroll issues and for base resolution of these issues with Shared Service Center (SSC). Provides guidance to supervisors on payroll and leave procedures to ensure there are no discrepancies. Points out appropriate procedures, advises on minor changes or corrective actions needed. Performs the following duties for all three JBSA HR locations: Submits Remedy tickets as required to correct payroll discrepancies. Responds to questions from timekeepers/supervisors regarding payroll/leave items. Provides assistance regarding "My Money" and SETS. Ensures payroll documentation is scanned and emailed to SSC as required. Completes SF 1150 and payroll adjustment timesheet in a timely manner. Pulls personnel payroll reports in Discoverer Viewer biweekly and validates the benefits audit reports. Works in the Defense Civilian Personnel Data System (DCPDS) as assigned. Prepares, in final form, the full range of personnel actions to include providing recruitment and placement service as needed. Services as the JBSA HR POC for the unemployment program providing separation information and any necessary supporting documentation. Works with the AF NAF Workers' Compensation to provide pay information for employees to ensure suspenses are met for timely reporting of benefits information to these AF programs. Responsible for the JBSA Semi-Annual Flexible Workforce Review and submits these to MyFSS as directed by the JBSA HR Director. May hold a Government Purchase Cardholder (GPC) for HR Office. Monitors the JBSA Leave donation Program. Assists in the DoD Wage survey IA W regulatory guidance. May be assigned special projects. Assists with FBI fingerprints and other pre-employment requirements when needed. Perform other related duties as assigned. Works under the direction of the JBSA Human Resource Officer and must keep them informed at all times. May travel between JBSA HR locations as needed.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Qualifying Experience: Must have responsible experience of administrative management requirements, policy, and concepts relating to payroll, timekeeping, federal leave procedures, unemployment and the Longshoreman's Act for workers' compensation. Working experience of administrative principles and practices in Human Resources. Experience must have been sufficiently enough to demonstrate performing the described duties of this position. Experience of office automation software (MS Windows, MS Office suite, including Power Point, Word, Access, and Excel) is required.
Knowledge, Skills and Abilities (KSA's): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. A thorough knowledge of payroll policies and pay actions, to include knowledge of current policy regarding personnel actions, current regulations regarding pay, leave, differentials, legal deductions, garnishments, child support orders, and verification procedures.
2. Knowledge of word processing and spreadsheet software.
3. The incumbent must also possess the skill of a qualified typist, the ability to use a 10 key calculator with speed and accuracy, good verbal and written communication skills, and good customer service skills.
4. Work can be stressful due to necessary deadlines and time limitations to process and transmit payroll: Must be able to prioritize multiple tasks and have the ability to handle sensitive material with speed, accuracy, and maintain strict confidentiality.
5. Ability to reconcile records to source documents.
