The primary purpose of this position is to: Serve as a systems and network administrator, exercising continuing responsibility for planning and coordinating the installation, testing, modification, upgrading, operation, troubleshooting, and maintenance of the mission systems and network hardware and software systems comprising USCYBERCOM collateral networks.

Duties

Duty 1. Performs a wide range of technical services as a systems and network administrator. Administers and maintains assigned mission systems and network hardware and software systems. Duty 2. Provides technical guidance and instruction for C4 infrastructure design/development support. Duty 3. Defines C4 systems administration standards and procedures governing IT activities. Duty 4. Serves as an C4 IT subject matter expert to management.

  • The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counter intelligence scope polygraph exam.

Qualifications

In order to qualify, you must meet the basic and specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. This is a GG-13 position in the Cyber Excepted Service (CES). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the 13 grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of the wide range of concepts, principles, and practices required to serve as a skilled systems and network administrator, and to exercise continuing responsibility for planning and coordinating the installation, testing, modification, upgrading, operation, troubleshooting, and maintenance of the mission systems and network hardware and software systems comprising USCYBERCOM collateral networks. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.Knowledge of and skill in selecting, adapting, and applying a wide range of IT principles, concepts, and techniques; new and emerging information technologies; security methods and principles; and project management principles and methods sufficient to plan and coordinate the integration of new hardware and software products or equipment. 2. Ability to collaborate with customer representatives to gain insight into technical analyses and business processes and operations supported by the IT infrastructure to anticipate and refine functional requirements and develop long-term system administration strategies and plans. 3. Knowledge of methods, principles, and practices for troubleshooting of complex computer system failures; recovery of systems; adjusting, modifying, and improving IT systems, including hardware and software components. 4. Knowledge of operating systems, associated devices, and the interoperability of systems to install, upgrade, troubleshoot, lest, and maintain those systems; optimize their functionality and performance; and ensure the availability, integrity, efficiency, and reliability of servers. 5. Knowledge of federal and DoD computer incident handling and response regulations, policies, and processes, and ability to leverage these guidelines to lead incident response. In addition, ability to select from among, interpret, and apply federal regulations and DoD and governing service-level policies, practices, and technical management guidelines to provide advisory services, consultation, technical assistance, and/or training. 6. Ability to maintain up-to-date awareness of technological advances, predict how promising innovations can be leveraged to meet future and unmet operational requirements, and apply technology to initiate corrective or preventative action to ensure optimum performance of the system. Conditions of Employment Cont. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs, and (b) if requested, submit to urinalysis testing. Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing. As a condition of employment, incumbent must possess, or obtain within 6 months of billet encumbrance, an IAT2 level certification as an Information Assurance (IA) professional, consistent with requirements detailed in DODD 8140.01, DOD 8570.1-M, and USCCI 1200-04. "Emergency/Mission Essential Employees" per DoD 1400.25-M. Mission Essential/Emergency Employee(s)" Mission essential /emergency designated employees are defined for peacetime operations. Positions must be manned under all weather conditions for reasons of continuity of medical, safety, national defense, and other crucial operations (e.g., security, fire protection, medical, communications, etc.). Employees required to remain on duty or report to work regardless of any general announcement. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
