Duties

Brief Statement of Duties: The incumbent serves as the Program Manager of the Division of Natural and Cultural Resources Management for Organ Pipe Cactus National Monument duty stationed in Ajo, AZ. The Program Manager is responsible for the leadership, administration and functioning of the Division and for developing and implementing processes and actions that promote legal, ethical, and conscientious stewardship of the Monument's resources while managing highly controversial issues such as working with U.S Customs and Border Protection (CBP) to provide tactical infrastructure and access in designated wilderness. The incumbent directly supervises five full-time employees and more indirectly. The Program Manager is the principle natural and cultural resource preservation advisor to the Superintendent and is an active member of the Management Team for overall site management. Major duties include the following; NATURAL AND CULTURAL RESOURCES MANAGEMENT PROGRAM DIRECTOR Serves as recognized expert in planning and executing minimized tactical infrastructure installation in wilderness areas to provide access for law enforcement operations to support border security operations with minimal impacts. MEMBER OF THE MANAGEMENT TEAM As a member of the management staff, the incumbent works to meet and support the Monument's mission, goals and annual objectives. The incumbent helps set park wide priorities with other members of the management staff and the Superintendent and helps determine whether or not proposed actions have merit. Allocations and decisions are based on a thorough understanding of park wide issues, employee capabilities, budget and political constraints, and a strong commitment to the Monument's mission and personal integrity. DIVISION SUPERVISOR/ADMINISTRATOR The incumbent manages the Division and exercises direct and indirect supervision over eight permanent full-time employees and other staff. The Division is divided into five branches according to function and discipline but all activities must be coordinated because the activities are interrelated and often co-dependent. The branches are: Ecological Monitoring Program (EMP), Research and Wildlife Management, Vegetation Management, Cultural Resources Management and Information Management. ENVIRONMENTAL MONITORING AND ANALYSIS Ensures that the Monument complies with all applicable environmental and cultural resource management laws and ensures all RM compliance employees use the PEPC web-based data management program. Coordinates the Environmental Management Committee (EMC), which reviews all proposed projects and ensures compliance. Works with specialists in natural, cultural and other disciplines to form the IDT and Cultural Team in assuring compliance with NEPA, NHPA, the Wilderness Act, and other Federal laws, including Executive orders. Prepares or oversees the preparation of NEPA and NHPA compliance documents, reviews region-wide assigned projects, works closely with USBP to address compliance needs and may adopt documentation. Park and Local Information: Organ Pipe Cactus National Monument is located in the Sonoran Desert in Southwestern Arizona. Park headquarters is 34 miles south of Ajo, Arizona and 5 miles north of Sonoyta, Mexico. Organ Pipe is a winter paradise and a surprisingly lush and green environment. Daytime temperatures typically range from the 60's in the winter to over 100 in the summer, with dramatic monsoons later in the summer. The local towns and communities provide multiple amenities and a thriving Art's community that allow families and individuals to easily adjust to living in the desert. In Ajo (population 3,500) you will find a few local restaurants and coffee shops, a grocery and hardware store, a medical clinic, multiple churches, a public library, a county park with playground, swimming pool, ball parks and community center, and an active Park and Recreation Department, a K-12 school system, several active community organizations who sponsor events and festivals on a regular basis including a weekly Farmers Market. Phoenix, AZ is a 1.5 hour drive north from Ajo; Tucson is 2.0 hour drive east from Ajo. Both cities offer a greater selection of amenities. Most employees plan trips to Phoenix or Tucson once or twice a month. Qualifications

All qualifications must be met by the closing date of this announcement-08/10/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. INDIVIDUAL OCCUPATIONAL REQUIREMENT- applicants must meet education criteria to qualify: Social Science Series, 0101 Individual Occupational Requirements Positions in this series for which other requirements have been established are identified separately. Basic Requirements Degree: behavioral or social science; or related disciplines appropriate to the position. or Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. or Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. - OR - General Natural Resources Management and Biological Sciences Series, 0401 Individual Occupational Requirements Basic Requirements Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. or Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. - OR - General Physical Science Series, 1301 Individual Occupational Requirements Basic Requirements: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. or Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to the above IOR requirements, To qualify for the GS-13 you must meet the following: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes serving as a manager and an advisor to other staff in the areas of natural and cultural resources within a park or natural area. Examples of qualifying experience include, but are not limited to the following: Designing and leading studies or analyses; Natural Resource, Cultural Resource or Physical Science program management, including identifying issues, gathering and analyzing data, consultation, decision making, directing subordinate staff, communicating with stakeholders, seeking and managing public input, and implementing management actions; collaborating with universities, other federal agencies, and/or non-governmental organizations on research; applying research outcomes and best practices to effect resource management actions; establishing and carrying out management priorities; executing executive leadership or programmatic initiatives; recruiting, hiring, motivating, and evaluating staff; and representing a federal agency in public meetings. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
