This position is located at the VA Portland Health Care System (VAPORHCS) in the Education Division, Patience Care Services Strategic Business Unit, in the Veterans Integrated Service Network 20 (VISN20). The VAPORHCS is a Veterans Health Administration (VHA) 1A Tertiary Care healthcare facility serving more than 95,000 unique Veterans and 950,000 outpatient Veteran visits each year in in Oregon and Southwest Washington.

Duties

Leads the creation of a culture of learning and education to address the needs of the VAPORHCS workforce. Examples of these learning and educational programs concern such matters as equal opportunity, merit promotion, labor management relations, position management, staff development, and leadership development. Responsible for the overall management and evaluation of employee education activities within VAPORHCS. Oversees the coordination of education programs for clinical, administrative, professional and allied health staff. Assists services to design, implement, and evaluate the most effective programs for their needs and the needs of their staff. Oversees all forms of learning including, but not limited to, employee education, administrative training programs, staff development, leadership development, professional continuing education, career progression, simulation, ACLS, BLS, and online education. Educates organization leadership regarding new learning techniques, theories, and technologies and ensures access to leadership development and clinical training programs. Responsive to cross cutting learning issues and serves as the organization's primary educational liaison with VISN20 and Veterans Health Administration Central Office, including but not limited to, Employee Education System, Workforce Management, Consulting, REdI, and Simulation, collaborating directly with the Director of Education. Utilizes knowledge of advanced education theory, andragogy and research to actualize the vision and strategic plan and to improve the effectiveness of VAPORHCS education programs. Serves as the Education Consultant for VAPORHCS and as a resource person for information regarding career development, staff development, and leadership development. This includes providing consultation for VISN and national development programs. Researches and implements appropriate evaluation modalities for measuring employee knowledge and the effectiveness of related healthcare system education programs. These modalities can include, but are not limited to needs assessments, accreditation, cost/benefit analysis, effectiveness, efficiency, formative, summative, goal-based, process, and outcomes. The incumbent will utilize evaluation modalities that are evidence-based. The evaluation modality is chosen based upon the desired outcomes of the program. Established effective working relationships with executive leadership, Director of Education, ACOS-E, and service/program leaders to provide dynamic leadership in employee education. Promotes and solicits support to facilitate the strategic goals for healthcare system education. Develops both long and short-range policies and plans for the staffing and administration needs of Education Division. Responsible for developing and updating an overall healthcare system education plan and strategic goals. Develops, evaluates, and modifies organizational structure and systems to achieve program goals. Participates in the analysis and interpretation of workload and other data used in resource planning. Interprets VA education policies and determines the most appropriate and effective methodologies to implement those policies locally. Assists with the coordination and procurement of education-related information for regulatory agency reviews. Responsible for development and implementation of program-specific policies and procedures in collaboration with content experts. On major issues he/she defines the goal to be met, will envision alternative policies, recommends a course of action, and implements the policy chosen. Discusses, investigates and responds to employee grievances and dissatisfactions in order to resolve conflicts. Incumbent represents management at labor management meetings, provides information, and resolves conflicts and/or problems that may arise and assures management officials are familiar with the negotiated agreement. Incumbent listens to problems and concerns of Medical Center employees and helps when possible or secures the advice from Human Resource Management Services. The incumbent has supervisory responsibility for highly skilled technical and professional staff of the Education Division, who are experts in their fields and are recognized as such both locally and nationally. Most staff under the incumbent's direct supervision have graduate degrees. Staff number twelve and range from GS-6 to GS 11. Incumbent supervises employees in Medical Media, Medical Library, Online Education, Staff Education, and Veteran and Family Education. Each subordinate directs complex, healthcare system-wide programs. Work Schedule: Monday - Friday, 8:00am - 4:30pm Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet time in grade and specialized experience requirements within 30 days the closing date of this announcement, 08/21/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Basic Requirements: Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. or Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above. In addition to the basic requirements, applicants must also meet the below specialized experience requirements:For GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Establishes workflow methods, procedures, deadlines, and priorities needed to sustain, improve, and grow Educational, Medical Media, and Medical Library programs; Keeps subordinates informed of administrative and educational laws, policies, new procedures, new regulations, changes, and goals for their programs, that affects the operations of the Education Division and the educational programs of the facility; Provides oral and written instructions and guidance to employees within Organizational Development Services, and to all customers and stakeholders; Develops, analyzes, and monitors quality programs, initiatives, processes, plans, procedures, and methodologies; Proficient in management practices, facility policies, and union contracts to ensure effective supervisory implementation.
