You will serve as a INSTRUCTIONAL SYSTEMS SPECIALIST in the Naval Leadership and Ethics Center (NLEC) of NAVY LEADERSHIP ETHICS CTR.
Duties
You will develop all facets of NLEC curriculum to include lesson plans, presentations, trainee material, job aids, assessments, journals, and feedback tools.
You will engage with local and fleet subject matter experts to ensure that curriculum being delivered meets the needs of the US Navy.
You will be responsible for reviewing all curriculum and presentations for possible copyright violations and making recommendations to correct such violations.
You will develop, administer and analyze all NLEC end of course surveys for all NLEC course.
You will be responsible for developing, conducting and assessing routine instructor development sessions in the field of curriculum development, education, copyright, assessments, and other misc. topics and the request of the command.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Work is primarily sedentary with the occasional requirement to relocate office equipment and related material, personal computers, and peripherals.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Experience with curriculum development and review; 2) Experience with Copyright, Fair Use, and Trademark regulations; 3) Experience collecting, analyzing, and visualizing course survey data 4) Experience in instruction/facilitation and the assessment of instruction/facilitation. My experience demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction. BASIC EDUCATION REQUIREMENT: Have successfully completed a 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position. My course work included study in at least four of the five following areas: 1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. 2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. 3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. 4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. 5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
EDUCATION SUBSTITUTION FOR SPECIALIZED EXPERIENCE:
Have successfully completed a Ph.D. or equivalent doctoral degree, which includes or is supplemented by at least 24 semester hours appropriate to the work of the position to be filled. My course work includes study in four of the following five areas: 1) Learning Theory, Psychology of Learning, Educational Psychology; 2) Instructional Design Practices; 3) Educational Evaluation; 4) Instructional Product Development; 5) Computers in Education and Training.
OR
Have successfully completed three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree. The education includes or is supplemented by at least 24 semester hours appropriate to the work of the position to be filled. My course work includes study in four of the following five areas: 1) Learning Theory, Psychology of Learning, Educational Psychology; 2) Instructional Design Practices; 3) Educational Evaluation; 4) Instructional Product Development; 5) Computers in Education and Training.
OR
Have a combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
