About the Position: Position serves as the Safety Officer for the Operations and Regulatory Division, US Army Corps of Engineers, Chicago District located in Chicago, Illinois. The position supports a civil works operations and maintenance mission for locks, dams, harbors, and other facilities,.
Duties
Serves as Division Safety Officer, employing qualitative and quantitative analysis to support construction, operations, and maintenance activities. Identifies likelihood and severity of hazards for risk assessment and mitigation.
Applies technology, Safety and Occupational Health laws, regulations, principles, practices, working with senior leadership and District Safety and Occupational Health Office.
Assists in developing and maintaining programs to minimize risk and ensure Safety and Occupational Health integration for all Operations Division work activities.
Reviews Accident Prevention Plans, Activity Hazard Analysis, and Position Hazard Analysis for sufficiency. Investigates accidents and near misses, and performs facility audits, reporting findings and collaborating toward solutions / improvements.
Identifies, coordinates, and oversees integration of safety related controls for personnel and equipment, advising leadership on cost and efficacy.
Maintains proficiency of all project structures and operating equipment requiring support from dive operations, working with others to ensuring diving activities maintain compliance with applicable regulation and agency guidance.
Leads and manages appointed Collateral Duty Safety Officers, serving as coordinator and ensuring training for and upward reporting by these personnel.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must possess a valid State motor vehicle operator's license for the class of vehicle being operated based on site-specific, job-related requirements, and must maintain this license.
- Ability to use protective equipment while performing field inspections.
- This position may require Temporary Duty Travel (TDY) up to 20% of the duty time.

GS-12:
Specialized Experience: One year of experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to successfully perform the duties of the position, which includes Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards; developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
