Duties
Responsible for completing rights of way (ROW) for oil and gas projects, ROW grants and renewals, writing NEPA for varying projects.
Use automated programs to track and process ROW Applications such as MLRS, prepare and distribute correspondence to internal and external customers. Create reports for internal workload accomplishments.
Use electronic and hard copy filing systems to update and maintain official records.
Communicating information related to oil and gas ROW, ROW grants and renewals, land tenure sales to internal and external customers.
Requirements

- An applicant appointed to this position must possess (or obtain within 30 days of entrance on duty) and maintain a valid state driver's license while employed in this position.

FOR GS-05: You must possess three (3) full years of general experience, one (1) year of which was equivalent to the GS-4 level.

Education: 4-year course of study leading to a bachelor's degree.
-OR-Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
FOR GS-07: You must possess one (1) full year of specialized experience at or equivalent to the GS-6 level that is equivalent in difficulty and complexity as indicated by the following examples:
Have education or general knowledge of lands and realty principles; the Federal Land Policy and Management Act; National Environmental Policy Act; and Title 43 Code of Federal Regulations.
Ability to research, collect, interpret and apply laws, regulations and policies.
Communicate effectively, both orally and in writing.
Ability to use computer equipment and software applications.
To read and interpret maps.
To operate a 4WD vehicle in the field on unimproved roads.

Education: 1 full year of graduate level education or superior academic achievement, in a related field.
-OR-Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
FOR GS-09: You must possess one (1) full year of specialized experience at or equivalent to the GS-7 level that is equivalent in difficulty and complexity as indicated by the following examples:
General knowledge of lands and realty practices; the Federal Land Policy and Management Act; National Environmental Policy Act; and Title 43 Code of Federal Regulations.
Ability to effectively interpret and apply laws, regulations and policies for routine transactions.
Understand the impact of construction on the environment and other resource activities.
Read and interpret maps, aerial photos, and master title plats.
Use automated records systems.
Operate a 4WD vehicle in the field on unimproved roads.

Education: master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a related field or LL.B. or J.D., if related.

Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled.

Physical Demands: The work is split between sedentary and physical. Because the employee may lead or often conduct on-site examinations, there is some walking, standing, bending, and requiring normal physical exertion. Onsite visits require physical ability to traverse remote rough country by cross country vehicle or by foot, sometimes in extreme climatic conditions to conduct field inspections. The field duties of this position require that the employee operate four-wheel drive vehicles on and off roads in isolated areas.
Work Environment: The environment involves everyday risks or discomforts that require normal safety precautions. The work environment varies from an office setting to working outside in isolated areas under adverse weather conditions. The employee usually works alone while in the field. Temperatures in the field vary from minus 10 degrees Fahrenheit to 105 degrees Fahrenheit. Work in the office will generally be at a desk. The employee will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.
