This vacancy is for an Export Compliance Specialist (Direct Hire) in the Office of Enforcement Analysis, Bureau of Industry and Security within the Department of Commerce. Duties

As an Export Compliance Specialist (Direct Hire), you will perform the following duties (duties listed at the full performance level): Conducts research and/or investigations of entities and transactions, evaluates findings, assesses evidence for factual and legal sufficiency, and determines whether further investigation is required to support an enforcement action. Serves as an authoritative bureau spokesperson to outside organizations to include diplomatic, military, enforcement, regulatory, and intelligence community counterparts for the purpose of receiving information and providing support to law enforcement investigations. Develops written recommendations for the identification of parties as investigative leads for law enforcement officials, overseas subjects for end-use check verification visits, and targets for administrative sanction based on export control violations or acting contrary to U.S. national security or foreign policy interests. Assists special agents and colleagues in more complex investigations: conducts research; develops investigative materials; assists in document review and case-file organization; recommends further action. Applies knowledge of at risk technologies, and national security threats while participating in the license pre-screening process and conducting strategic analysis of all-source data. This Job Opportunity Announcement may be used to fill other Export Compliance Specialist (Direct Hire) GS-1801-11/12/13 FPL 13 positions within the Bureau of Industry and Security in the same geographical location with the same qualifications and specialized experience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-11 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-09 level in the Federal service. Specialized experience is defined as: Research, analyze, and interpret all-source data, including trade and licensing data. Experience or knowledge of U.S. export control regulations, national security issues, and/or procedures to perform investigation, enforcement or compliance work. Ability to brief moderately complex national security issues to senior officials. Compose reports clearly and concisely in a variety of formats. Works independently and generates finished work products that support decisions and national security determinations. OR Education: Ph.D. or equivalent doctoral degree, 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. if related. OR Combination: A combination of related graduate level education and specialized experience is also qualifying. NOTE: Only graduate education in excess of two years is qualifying for combination. To qualify at the GS-12 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 level in the Federal service. Specialized experience is defined as: Experience with U.S. export control regulations, national security issues, and/or procedures to perform investigation, enforcement or compliance work. Experience with investigative and compliance review methods, use of information sources, and protocols specific to assigned programs and cases. Research, analyze, and interpret all-source data, including trade and licensing data, and provide summaries and recommendation for actions and decisions. Identify and differentiate between major and minor problems in relation to export control and/or national security issues. Brief moderately complex national security issues to senior officials. Ability to compose reports clearly and concisely in a variety of formats. Serve as an authoritative organization spokesperson to outside organizations to include diplomatic, military, enforcement, regulatory, and/or intelligence community counterparts for the purpose of receiving information and providing support to law enforcement and/or policy actions. Education cannot be used to substitute experience at this grade level. To qualify at the GS-13 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is defined as: Experience of the U.S. laws, regulations, acts, executive orders and agreements which govern the investigative and/or compliance and/or federal law enforcement operations and information needs for which the employee is responsible. Experience finding/obtaining a wide range of all-source information-including but not limited to intelligence, government-privileged, foreign government, and private and public-and methods, principles, and practices to record, analyze, and retain it and to properly disseminate it. Assess threats to national security and identify risks based on an understanding of potential military or terrorist applications of sensitive U.S. technologies and the potential consequences of their use by illicit end-users. Experience in crafting written recommendations for the identification of domestic or overseas parties law enforcement or policy actions and/or targets for administrative sanction based on actions contrary to U.S. national security or foreign policy interests. Serve as an authoritative organization spokesperson to outside organizations to include diplomatic, military, enforcement, regulatory, and intelligence community counterparts for the purpose of receiving information and providing support to law enforcement investigations. Development and implementation of significant new program strategies and analyze key policy questions in the program area and contributes to significant organization decisions. Education cannot be used to substitute experience at this grade level.
