Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.
Duties
The primary purpose of this position is to serve As an Air Reserve Technician (ART) Officer to serve as Program Manager for the Numbered Air Force's (NAF) aircraft, weapon, and munitions systems maintenance programs. The incumbent provides staff direction and guidance to assigned aircraft, weapon, and munitions systems personnel that assure organizational readiness to maintenance activities subordinate to the NAF. The incumbent ensures that the subordinate maintenance activities are continually focused on training and preparation for their wartime tasking(s). Oversees NAF staff in the management of all maintenance programs and subprograms to include aircraft sustainability and fleet health. Oversees all maintenance for multiple and diverse weapon systems to include the B-52, A-10, F-16, MC-130E, HC-130N/P, C-130E, HH-60, F22, and RQ-4.
OTHER SIGNIFICANT FACTS:
1. Serves as the focal point for all NAF maintenance related programs and as a technical advisor on policies and procedures. This includes aircraft sustainability, fleet health, Quality Assurance (QA), maintenance training and certification, maintenance production and scheduling, FOD and tool control, Technical Orders, maintenance environmental, safety, etc. The incumbent provides direct support to unit commanders, ensuring their units are compliant and ready to mobilize, deploy, and sustain United States Air Force Reserve Forces to in-theater locations worldwide.
2. Establishes and implements NAF Maintenance Readiness Pay-It-Forward (PIF) processes and schedule. Works directly with the AFRC Force Generation Center (FGC) and Lead Major Commands (LMAJCOM) to de-conflict Compliance Inspections (CI) and Operational Readiness Inspections (ORI). Develops and maintains a master listing of unit personnel available to source manpower shortfalls to support PIF plan affecting NAF Maintenance Operations. Advocates resources, i.e., equipment, funding, and manpower to support all inspection processes in support of readiness.
3. Reviews reports/lessons learned from USAF, AFRC, gaining command, and unit operational readiness inspections (ORI), readiness and staff assistance visits (RAV/SAV), unit self assessments, training exercises, and reports from maintenance information systems to ascertain best practices and impart this knowledge/information to the subordinate units.
4. Performs NAF Maintenance Operations Program Reviews. Serves as a technical advisor to the Numbered Air Force (NAF) Logistics and Installation Support Director. Maintains oversight of NAF maintenance programs and resources. Participates with director in planning, scheduling, coordinating, and controlling activities of directorate and subordinate elements to the NAF.
5. Represents the organization with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with all levels of management throughout the Command, NAF, Wing and base, as well as HAF, and other MAJCOMs.
6. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work of subordinates (less than 5 subordinates). Directs and executes management policies through development and implementation of internal procedures and plans of action, and establishing objectives.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions.
SPECIALIZED EXPERIENCE: Specialized experience which has given you the particular knowledge, skills, and abilities (KSAs) required to successfully perform the duties of the position. This experience involve supervising or managing aircraft maintenance control work in one or more of the following areas: planning, scheduling, coordinating and controlling aircraft or aircraft munitions maintenance work; managing aircraft or aircraft munitions maintenance operations; analyzing/supervising aircraft or aircraft munitions maintenance, repair or production operations in an aircraft maintenance organization. At least one year of the specialized experience must have been of a level of difficulty and responsibility comparable to that of the GS-11 grade in the Federal service.
Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the next lower grade level (GS-11) or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for the GS-12 grade level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge of Air Force and AFRC operation concepts, aircraft maintenance, weapon, equipment or munitions systems policies and procedures.
2. Comprehensive knowledge of military operational principles, practices, and organization; ability to recognize the interrelationships of the various aspects of maintenance operating programs; and, skill in integrating and analyzing such information in order to evaluate overall program status.
3. Knowledge of analytical and evaluative methods and procedures and skill in evaluating program operations to conduct studies and to resolve issues concerning the efficiency and effectiveness of program operations. 4. Knowledge of safety and security regulations, practices, and procedures.
5. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
6. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
7. Ability to communicate effectively both orally and in writing; negotiates complex issues, and maintains good order, discipline and working relations.
OTHER SIGNIFICANT FACTS:
1. This is an ART officer position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies. The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities.
2. May be required to fly in commercial and military aircraft to perform temporary/permanent duty assignments.
3. The incumbent will be required to obtain and maintain an appropriate security clearance.
4. Performs other related duties as assigned.
