THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION This National Guard position is for a SOCIAL WORKER (Title 5), Position Description Number T59128P1 and is part of the AR ANG 188 WGH WG, National Guard.

Duties

1. Actively supports the commander's leadership team in addressing the psychological health of their installation. Provides strategic planning and leadership to implement an ANG comprehensive psychological health strategic plan. Assist leadership in understanding the interface between psychological health and operational readiness, and the role of the DPH in developing and helping leadership apply psychological health solutions to functional/operational problems. Encourage and coach unit leadership to actively promote psychological health and help-seeking as part of the wingman culture at the wing. Consult with leadership on workplace issues identified by unit leadership, (e.g., unit cohesiveness, conflict in the unit, unit stressors, etc). Consultation with leadership may include, but is not limited to, coaching and change management. Provide ANG PHP briefing to newly-appointed commanders and others in leadership positions as they assume new leadership roles, to include key unit leadership; including, Group, and Squadron Commanders and First Sergeants. Conduct annual training for unit leadership on psychological health issues and the ANGPHP. Serves as the Air National Guard community liaison with military and non-military agencies to promote timely information exchange, coordinate collaborative prevention efforts, and establish and maintain an extensive array of resources, associations, and community partnerships. Participates in community activities to incorporate complex strategies that enhance community strengths, reduces broad-based community needs, implements community problem solving methods, and forges community connections so as to promote psychologically healthy lifestyles. Participates in relevant committee meetings in an effort to provide input and obtain information related to psychological health issues. Coordinates substantial findings and possible effects of outreach efforts with key Wing leaders and ANGRC/SGPK to ensure they remain current on issues related to the program. The DPH will provide psych educational presentations tailored to the needs of the unit, to include leadership-specific training. The DPH will educate NG leadership on how to recognize and assist individuals experiencing psychological health conditions. Following a suicide, the DPH will serve as the subject matter expert and assist the NG in gathering and submitting DOD Suicide Event Report (DODSER) information in a timely fashion to NGB/SGPK Behavioral Health Branch or NGB Army Office of the SG Behavioral Health Division for inclusion in the DODSER database. Assists installation in identifying trends and issues that further research and assist in prevention of copycat and/or future suicides. Collects information on clients who attempt suicide (defined as self-injury requiring medical attention). Provide consultation to the Sexual Assault Response Coordinator (SARC) and partner with them as a referral resource and psychological health subject matter expert in serving wing members. The DPH will provide the appropriate level and timeliness of response to traumatic or potentially traumatic events at the wing, usually as part of a team. Responds to inquiries from National Guard Bureau, Wing Commanders, Air Force Medical Operations Agency, Air Force Medical Standards Agency, Major Command Mental Health Consultants. Serves as installations point of contact for high interest mental health cases. Identifies the need for changes in priorities and takes action to implement such changes. Collects, analyzes and reports installation psychological health data to ANGRC/SGPK, AF, and DoD, as necessary. Data includes but is not limited to Automated Neuropsychological Assessment Metrics (ANAM), ANG Department Of Defense Suicide Event Reporting System (DODSER) regarding suicide statistics, Suicide Mitigation programs and training statistics, Substance Abuse Prevention and Surveillance programs, Domestic Violence Prevention programs, Post Deployment Health Assessment and Post Deployment Health Reassessment statistics and data related to preventive medicine and psychological health. May serve as Master Resiliency Trained (MRT) facilitator. DUTIES CONTINUED UNDER EDUCATION:

Qualifications

GENERAL EXPERIENCE: Knowledge of social work theories, principles, techniques, and resources is mandatory. SPECIALIZED EXPERIENCE: Must have 24 months of experience in clinical social work assignments. Completion of the Air Force Social Work Internship Program may be substituted for 12 months of the specialized experience requirement. This experience demonstrates particular competencies of knowledge, skills, and abilities to successfully perform the duties of the position. Must have specialized experience in professional social work that includes interviewing people to establish the nature and extent of their problems, helping them work-out plans for improving the situation, providing assistance and services, referring them to community resources and other organizations as indicated, and assisting them to understand and modify their own patterns of behavior when appropriate. Except as stated above, no other substitution of education for specialized experience is allowed. Education - Master's degree in Social Work from a graduate school of social work accredited by the Council on Social Work Education (CSWE) and acceptable to The Surgeon General. Professional Social Work Licensure Requirements - For the GS-12 and GS-11 positions, applicants must have professional unrestricted state licensure. For award and retention of cited military skills, officers must possess valid and current licenses issued by a U.S. jurisdiction at a level allowing independent clinical social work practice.

2. Conducts assessments, routine and crisis evaluations, psycho-diagnostic assessments, provides short-term, evidence-based problem resolution strategies and services. Provides on-site and telephonic access to psychological health assessments and individual consultation to facilitate coordination of clinical, counseling, and other services promoting the psychological health of NG members and their families. The DPH will conduct command-directed evaluations (CDEs). CDEs are governed by DODD 6490.1, DODI 6490.4, AFI 44-109, and AFI 44-172. Applies professional knowledge of the principles, theories, procedures, and practices of social work to conduct needs assessments and/or intake evaluations on a limited but routine and emergency basis in accordance with applicable USAF and DoD guidelines. On occasion, conducts comprehensive psycho-diagnostic evaluations to help clients resolve problems and to address more complex (interrelated bio psychosocial) diagnostic issues. Prepares written evaluation reports and yield diagnoses from the current version of the International Classification of Diseases (ICD) and the Diagnostic and Statistical Manual of Mental Disorders (DSM). Accomplishes clinical intake interviews with clients, to include family history, biopsychosocial history, developmental and health histories, and presenting problems together with any relevant secondary information.

3. Designs, develops, coordinates, and implements prevention and community outreach and education programs. Implements community organization strategies in collaboration with the Integrated Delivery System (IDS) Team and other key organizations to increase awareness of psychological health, develop coordinated plans for reducing risk factors for individuals and within the community, and build and enhance a general culture that promotes psychological health and wellness. Develops and provides access to primary prevention services to inform and educate base leadership and the ANG community at large about the dynamics, treatment, and life skills and behaviors associated with psychological illness and methods to improve wellness. Develops and provides access to secondary preventive support services and psycho-educational skills-development activities such as parenting skills, stress management, change management, anger management, financial/ money management, support groups for single parents, and couples communication. Serves as a liaison between the military and non-military community agencies, including medical agencies, schools, shelters, child care, and family support centers providing access to services that can improve and/or sustain the psychological health of National Guard Airmen and families.

4. Responsible for marketing and marketing evaluation activities. Serves as primary consultant and advisor on methods to successfully market the ANG PHP. Formulates strategies to generate interest, acceptance, and participation by Air National Guard community consumers, resource suppliers, and eligible National Guard Airmen and family members regarding psychological health services and community prevention for the general population. Employs social marketing of primary and secondary prevention interventions to promote utilization of military and non-military resources and services. Facilitates awareness of and accessibility to available services for ANG members and their families. Establishes networking, advocacy, and collaboration processes through which to effectively market the ANG PHP to the community.

5. Provides professional consultation, advice, education, and training to other military and non-military health care professionals, medical personnel, military commanders/senior leaders, wing personnel and their family members, and community agencies concerning primary and secondary prevention programs. Provides consultation to the commanders and operational leadership to promote well- being, improve resilience, and increase personal and unit combat readiness. Apprises the NG leadership of the status of psychological health in the local beneficiary population, and the degree to which needs for prevention, early intervention, and treatment are being met. Participates as an active member with various teams and groups and, when appropriate, provides mutual consultative support for other mental health providers. Recommends to NG leadership courses of action to ensure services and access to those services are provided throughout the deployment cycle and other surge situations. Serves as a primary ANG representative on the CAIB and the IDS Team for psychosocial matters.

6. Prepares agenda for meetings, compiles statistical data, and prepares a variety of recurring reports. Develops meeting agendas. Tracks suicide prevention, maltreatment and other behavioral health program data, prepares reports, and participates in writing narrative interpretations of analyses. Coordinates with personnel at installation, major command, AFMOA, and higher level command to meet various reporting requirements. Establishes and maintains meeting notes and follows up with meeting recommendations.
