The Green Environmental Management System (GEMS) Manager will provide subject-matter expertise and advice to facility management, including senior leadership, on a myriad of areas to include environmental protection programs, compliance with environmental laws and regulations related to environmental protection activities, pollution prevention program management, and green environmental management.

Duties

Duties: Develop and implement EOVAHCS -specific policies, procedures for all of its environmental and waste management and compliance programs Advise EOVAHCS service chiefs and EOVAHCS senior management on how environmental policies, procedures and systems will affect the operation of the Eastern Oklahoma VA Healthcare System (EOVAHCS) including its four CBOCs and two hospitals Evaluate, modify, and implement pollution prevention controls, recycling programs and other applicable alternatives at EOVAHCS to reduce the generation and offsite disposal of waste Manage and/or provide technical advice regarding response to environmental emergencies including releases/spills of hazardous materials, medical waste management, air pollution issues boiler plant Facilitate the preparation and exchange of environmental information both externally to VHACO and/or VISN 19 and internally to Eastern Oklahoma VA Healthcare System (EOVAHCS) - including the development and implementation of training and educational programs related to environmental programs Develop and present to his/her direct Service Chief supervision and senior Eastern Oklahoma VA Healthcare System (EOVAHCS) leadership requested and required budgetary information related to EOVAHCS specific deficiencies/corrective actions, as well as routine environmental management and compliance programs Develop and manage EOVAHCS computer programs and VHA/VISN 19 GEMs databases and the EOVAHCS GEMS SharePoint Portal to enhance the operation and staff understanding and awareness of the EOVAHCS environmental and waste management programs Review how expansion, modifications, closures of existing facilities and infrastructure and new construction of structures and infrastructure will affect the EOVAHCS environmental conditions and compliance posture; provide information as needed and requested that will minimize adverse impacts to human health and the environment and reduce the Eastern Oklahoma VA Healthcare System (EOVAHCS) legal and environmental compliance vulnerabilities Periodically measure and document the effectiveness of existing EOVAHCS environmental programs and recommend additions to environmental program as needed to meet changing U.S. EPA Region 6 and State of Oklahoma and City of Muskogee/Tulsa environmental and waste management and compliance requirements Develop promotional and educational activities to promote stakeholder awareness of Eastern Oklahoma VA Healthcare System (EOVAHCS) environmental issues Participate in duties as required to support the teamwork of the Occupational Health & Safety Office, including safety activities, industrial hygiene activities, chemical inventories and Hazard Communication Standard implementation, Environment of Care rounds, inspections of Community Based Outpatient Clinics (CBOCs), Legionella water testing and linked thermal eradication activities, asbestos and lead based paint permitting and contractor abatement oversight, and other administrative and technical duties as directed by the Safety Manager. Supports the EOVAHCS Safety Manager as directed with EOVAHCS Emergency Preparedness exercises and real emergencies at Eastern Oklahoma VA Healthcare System (EOVAHCS) and its CBOCs and additional hospital. Develops training plans and conducts all required supervisor/manager environmental management, reporting and compliance specific training and monitors in-service VISN 19 and EOVAHCS GEMS-related training activities Serves as a back-up for the EOVAHCS Occupational Safety and Health Manager on an as needed, or requested basis Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/18/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07; For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: For a GS-9 you must possess the below experience, Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: GS-9 Experience. I have one year of experience at/or equivalent to the next lower level, GS-7 or higher. Examples of specialized experience would typically include but are not limited to: Applying environmental science and related environmental control and waste management technologies; provides direction to management, professional and technical personnel regarding the development and implementation of the EOVAHCS Green Environmental Management Service; develop and implement EOVAHCS -specific policies, procedures for all of its environmental and waste management and compliance programs; evaluate, modify, and implement pollution prevention controls, recycling programs and other applicable alternatives at EOVAHCS to reduce the generation and offsite disposal of waste; develop training plans and conducts all required supervisor/manager environmental management, reporting and compliance specific training . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: A combination of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. For a GS-11 you must possess the below experience, Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: GS-9 Experience. I have one year of experience at/or equivalent to the next lower level, GS-7 or higher. Examples of specialized experience would typically include but are not limited to: Managing environmental programs and coordinating the efforts of all facility organizations that relate to environmental matters; applying environmental science and related environmental control and waste management technologies; resolve environmental compliance and potential environmental pollution and/or detrimental impact problems; Develop and implement specific policies, procedures for all of its environmental and waste management and compliance programs; Develop and present to the service chief and executive leadership budgetary information related to facility specific deficiencies/corrective actions, as well as routine environmental management and compliance programs. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M., in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Work Environment: The incumbent will work in a variety of physical locations and environments including external EOVAHCS shops, wards, labs, offices, laundry, grounds, periodic travel to EOVAHCS CBOCs and additional hospital. Some environments will require the donning of personal protective equipment (PPE) such as hazardous chemical suits, respirators, and hazardous, medical, and solid waste storage areas and lockers.
