This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Major Range Test Facility Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a Lineman (High Voltage Electrician) with the added responsibility of performing specialized work associated with installing, maintaining, trouble-shooting, repairing, and calibrating electronic equipment.
Duties
Troubleshoot cable systems to locate shorts, opens, grounds, crosses, electrolysis damage, capacitance imbalance, or cable breaks, using such common electrical test devices as voltmeter, ohmmeter, and megger.
Direct the roofing, cutting, gains, and stepping of poles. Determines the diameter and depth of pole holes based on size of pole to be set and holding power of replacement of cross arms.
Check condition of transformers, switches, and cable. Tests insulating oil of transformers and oil switches for breakdown and contamination.
Visually check the work of contractors for compliance with contract specifications on new construction.
Operate motor vehicles with weights more than 26,000 pounds, pulls trailers up to 10,000 pounds throughout the installation or on public highways for transporting personnel, tools, parts, and equipment. Performs operator maintenance as required.
Responsible for the installation, repair, modification, and calibration of electro/mechanical relaying, voltage and load limiting devices, circuit breakers and battery chargers.
Install, repair, and maintain all substation apparatus; applies electronic theories and practices for the repair of some electrical equipment and testing equipment which is in common use.
Requirements
- This position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position is subject to random drug testing in accordance with Army Regulation 600-85.
- Position requires the incumbent to work in all types of weather.
- This position requires a medical evaluation/examination for new hires and current employees.
- May require use of protective clothing or equipment, as authorized by WSMR Safety Office.
- This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) High Voltage Electrician (Motor Vehicle Operator)~ without more than normal supervision: Splicing power cable, replacing a pot head, or pulling a conductor into a conduit or onto a pole cross arms; using a basic knowledge of electrical theory such as Ohm's law and series and parallel circuits in order to understand and interpret instructions and assignments; understanding commonly used drawings and diagrams of distribution networks and equipment interconnections; working safely in hazardous situations under close guidance of an onsite supervisor; diagnosing commonly encountered problems such as defective switches or blown fuses. - Failure to meet this Screen out Element will result in an ineligible rating.
This position has selective placement factor which must be met prior to employment and for continued employment.
Selective Placement Factor: You must possess and maintain a valid State Commercial Driver's license (CDL) in one of the 50 US states or possessions. (You MUST include a copy of your CDL with your application package.)
Physical Effort: The employee is subject to moderately heavy physical effort lifting, pulling, and carrying of equipment and material. They crouch, stand, kneel, and stoop while installing, repairing, or testing electrical equipment in confined spaces. Workers work above ground from aerial bucket trucks and poles, at ground level, and in trenches, or manholes. Work requires bending, stooping, climbing, and standing for long periods. Coordination of eyes, hands, legs, and body is needed in installing, repairing, and testing electrical equipment in confined spaces such as manholes and overhead structures.
Working Conditions: Works outside most of the time, subject to extremes weather conditions, which could result in mandatory 24 hour emergency call to include being on-call status during non regularly scheduled hours that includes weekends and holidays. The work may also require working in close proximity to high voltage lines and equipment. Work requires extensive pole climbing, working in power-generating facilities or substations and in underground facilities. Subject to injury by contact with high voltage lines, broken bones in falls from poles, strains from awkward work positions, and less serious cuts and bruises when handling tools and materials. Subject to exposure to chemicals such as insulation oil from transformers and oil switches. May be required to work on energized lines due to the inability to de-energize the power lines due to the mission. Which will require the proper PPE and the approval of the Supervisor prior to the work being done.
