Duties
You will assist the Procuring Contracting Officer (PCO) in providing business advice to the customer in formulating acquisition strategies from requirements definition through the life of the system.
You will be performing all pre-award and post-award functions, using a wide range of complex contracting methods and complex and hybrid contract types (e.g. Cost-Plus mixed with Fixed-Price, Firm Fixed-Price, and Cost-Plus-Award-Fee).
You will assist the PCO in planning the overall approach to meet the programs' objectives by procuring a variety of requirements with multiple complexities associated with major systems acquisitions.
You will research, interpret, analyze, and apply Federal, DoD and Department of the Navy guidelines, including the Federal Acquisition Regulation (FAR) and its supplements, business and industry practices, and market trends.
You will prepare and maintain acquisition plans, appropriate milestone charts, and related schedules. You will assist in the preparation of statements of work.
You will prepare determinations and findings, solicitation documents, and the contractual vehicle.
You will prepare the Business Clearance to document and justify both the cost objective and the settlement and,
when applicable, the source selection decision.
You will perform contract administration, to include a wide variety of contract modifications ranging from funding actions to highly complex major scope changes, which require performance of advanced cost analysis.
You will assure all disputes with contractors are resolved with equitable protection to the Government and contractor.
This position is covered under the Defense Acquisition Workforce
Improvement Act (DAWIA). You must be certified as a C: Contracting Tier 01.
Certification is required within 24 months of appointment
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a C: Contracting Tier 01. Certification is required within 24 months of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Overseeing the business advice to the customer and support to the Contracting Officer in planning, negotiating, and administering contracts of various types and complexities.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
