This position serves as a Property Manager in the Material Management Division of the Logistics Service in a Veteran Affairs Health Care System (VA HCS) at Walla Walla, Washington and supported catchment area, with responsibility for the inventory and lifecycle management of all non-expendable equipment in the assigned area(s).

Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-9. At the GS-7 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-9. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Manages the lifecycle of non-expendable assets in the VA HCS and supported catchment area. Specific duties performed in this capacity are: Conducts short, mid and long-term advanced planning for new and replacement NX assets utilizing enterprise-wide computerized planning tools. Analyzes data to include projected lifecycle, down time, repair rates, lost workload, cost, depreciation, trade-in value and other factors which impact procurement decisions. Computes requirements for equipment inventory items. Conducts data/information analysis for acquisition planning associated with materials and/or capital equipment. Assists customers in the creation of Performance Work Statements for equipment procurement. Determines the best purchasing and payment method to utilize; i.e. purchase card order, contract document, etc. Conducts market research on product pricing and performance and identifies equipment items that offer the greatest potential for standardization. Reviews and reports back to Fiscal Service on listings of delinquent payments and receipts of equipment purchases orders. Implements Federal and Agency programs to promote maximum utilization of excess generated within the VA and to enable the economical acquisition of other Federal Agencies excess property. Disposes of surplus or excess property in accordance with specific agency directives and procedures. Acts as the Custodial Official for VA during the sale process and until property is removed from assigned area. Supports other elements of the organization and performs other duties as assigned. Manages and controls NX assets for a VA HCS and supported catchment area. Provides guidance on NX asset management and to all services and service lines. Acts as a central point of contact for the coordination of material support and the resolution of Logistics problems across organizational lines. Acts as the focal point for all new equipment procedures. Makes decisions and commitments on equipment that materially affect the health care mission of Veterans. Researches opportunities for and conducts analysis of potential cost savings, efficiencies, and process improvements using quantitative analysis and historical usage patterns. Utilizes performance measures to conduct forecasting and quantitative analysis. Minimum Qualification for GS-7 grade level. Superior Academic Achievement at the GS-7 level:(SAA) at the baccalaureate level in the coursework detailed above is fully qualifying. Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following: Rank in the upper one-third of your class in the college, university or major subdivision. A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study. Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. OR Possess at least one full year of graduate level study, or possess a master's or higher degree etc. in a field that provided the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED) OR Possess at least one year of work experience in searching for and analyzing information; tracing sequences of inventory management transactions to resolve questions; preparing entries for records systems; understanding procurement law to determine required sources of equipment and purchase card programs; using bar code scanning equipment and appropriate tagging equipment to implement property accounting systems and records management policies and directives to maintain and retain equipment records. OR Possess a combination of successfully completed graduate education and experience to meet total qualification requirements for the grade level. To be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. (TRANSCRIPTS REQUIRED) This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. The Selective Placement Factor for this position is: possess a current and valid, state driver's license or commercial driver's license (CDL), as applicable, if required to operate a motor vehicle or commercial vehicle.
