The Program Analyst (Informatics) serves within the Minneapolis VA Health Care System, in the Chief of Staff service line. The Program Analyst is responsible for using IT systems to drive quality, efficiency, and effectiveness of health care by integrating clinical and information processes necessary to achieve successful adoption and application of new technologies throughout the Veterans Health Administration (VHA).

Duties

Major duties include, but are not limited to: Performs workflow assessment and optimization in clinical, administrative, educational, and research domains. Adapts software controls to existing workflows. Primary contact for VHA leadership when mission critical updates/problems are identified at the facility, regional, or national levels, and serves as a subject matter expert for new technology assessment and usability. Consults, advises, and educates all levels of employees on methods and means to make health care operations more effective and efficient. Initiates, develops, and executes complex projects that support veterans health care needs, collaborating effectively in a lead role. Assists clinical business end users in re-engineering business processes for clinical efficiency and documentation. Develops and/or oversees the development of information related to patient care. Extracts analyzes, and provides data to assess treatment impacts such as: clinical endpoints, health status outcomes, and utility estimates, etc. Provides expertise in the design of decision support tools that improve health care efficiency, effectiveness, and safety. Applies statistical analyses and interprets their significance, including validity of measures used to generate outcomes related to patient management systems. Develops and presents recommendations for improving clinical data-management methods, follow-up procedures, and timely compliance with regulatory guidelines. Integrates software applications for clinical services. Using databases and registries, formulates tools to support patient care and ensure quality management and clinical oversight. Performs other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 8:00am - 4:30pm Telework: Available - this position is located at the Minneapolis VA Medical Center. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/10/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Specialized experience includes: 1.) improving the quality, efficiency and effectiveness of health care by integrating clinical and information processes in a health care environment; 2.) training others in the use of an electronic health record system and associated clinical software to include troubleshooting and conducting evaluations of clinical software needs; and 3.) performing data input, retrieval, and analysis. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, Education: Applicants may substitute education for the required experience. Qualifying education would include a major in a health science and/or allied scientific field such as health informatics, information science, health care and computer science, individual and public health care, biomedical research. (One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that information cannot be obtained from the school, 18 semester hours will be considered as satisfying the one (1) year of full-time study requirement). NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond successfully completed graduate level education (in excess of 2 full years of progressively higher level graduate education) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
