About the Position: Serves as an INTERDISCIPLINARY within the Army Futures Command (AFC) Data and Division Sciences Directorate located in Austin Texas. Leads a multi-disciplinary Analytic Support Teams utilizing Agile software development to deliver value to our customers. Our Analytics Support Teams include Software Engineers, Data Engineers, and Data Scientist working together to deliver capability on top of AFC's modern cloud-based platforms.

Duties

Serves as a technical subject matter expert and staff advisor for a Major Army Command (ACOM), U.S. Army Futures Command (AFC), supporting the Data and Platform Division (DPD). Plans, develops, and transitions to produce, maintain, and improve customer driven, software based analytical tools, techniques, algorithms, processes, microservices, and visualizations. May be a technical team leader with additional responsibilities for managing agile software development projects. Engages with subordinate Commands to conduct stakeholder analyses to ensure analytical projects fully support end user requirements. Provides strong customer support across AFC by ensuring tools and consultation are available to data professionals as well as senior and subordinate leaders and their staffs. Coordinates closely with DPD?s Enterprise Analytics Platform Development Branch to ensure compatibility of analytical tools and applications within the Cloud. Transitions analytic prototypes to robust, security hardened applications for integration into the Cloud. Develops a baseline knowledge of Cloud-native programming and teaches others about specialized areas of expertise.

Requirements

  • This position requires business travel (TDY) to other duty locations 10% of the time.
  • Must possess or be able to obtain and maintain IAT Level II certification within 6 months of employment for Selectees and within 6 months for incumbents.

Qualifications

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service. Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Computer Engineer 0854 Series - A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico. 3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program. 4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Basic Requirement for 1515 Series - Operations Research Analyst Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Basic Requirement for 1529 Series - Mathematics Statistician A. Degree: Bachelor's degree (or higher degree) that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics. OR B. Combination of Education and Experience: At least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education. Courses acceptable toward meeting the mathematics course requirement of paragraphs A or B above must have included at least four of the following: differential calculus, integral calculus, advanced calculus, theory of equations, vector analysis, advanced algebra, linear algebra, mathematical logic, differential equations, or any other advanced course in mathematics for which one of these was a prerequisite. The experience offered in combination with educational courses to meet the requirements in paragraph B above should include evidence of statistical work such as (a) sampling; (b) collecting, computing, and analyzing statistical data, and (c) applying known statistical techniques to data such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. Basic Requirement for 1530 Series - Statistician A. Degree: Bachelor's degree (or higher degree) that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. OR B. Combination of Education and Experience: Courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. Basic Requirement for 1550/1560 Series - Computer Scientist/Data Scientist Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.

Specialized Experience: One year of specialized experience which includes 1. Building of cloud-based systems that collect, manage and/or convert raw data into usable information; 2. Research rapidly evolving Cloud technologies to make system architecture decisions; and 3. Provide expertise on Cloud based computer and data engineering solutions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
