Duties

This position is located within the Department of Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Office of the Director, Renewable Energy Operations (REO) in various BSEE locations. This position is being advertised as both location negotiable after selection and with a duty station of Sterling, VA with the option of telework. If applying to "negotiable after selection", this means that your duty station will be based off your home address and you will be a full-time remote worker. If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval. At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: 1. Reviews, analyzes, and tracks renewable energy Safety Management Systems (SMS) performance, compliance, inspections, investigations, and enforcement data for use in identifying Outer Continental Shelf (OCS) operational trends and assessing operator and contractor safety and environmental performance. 2. Conducts monitoring of data such as reported incidents and industry self-inspection reports to assess progress toward achieving the Bureau renewable energy safety goals and objectives as identified in the BSEE Strategic Plan using appropriate metrics, analytics, and key performance and/or risk indicators. 3. Establishes and maintains contacts with professional associations, societies, and program offices of other agencies as required to enhance the mission and goals of BSEE's safety management and incident prevention programs. 4. Serves as a BSEE representative on interagency and industry activities for new initiatives such as improving safety culture, environmental excellence, and risk management. Identifies opportunities to incorporate developing technologies and management strategies into the BSEE SMS program. 5. Coordinates renewable energy safety initiatives across all relevant Bureau Headquarters and Regional offices and leads efforts such as: safe operations incident reporting, SMS, industry self-inspection programs, BSEE inspection programs, safety regulations and standards, safety related enforcement actions, and broader cross-Bureau initiatives. Salary Information Sterling, VA: ($112,015 - $145,617)per annum. Location Negotiable: ($98,496 - $128,043) per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available. This vacancy is also announced as BSEE-EEAA-23-JB-171(DEU) for those applicants who wish to apply and be considered under Competitive Examining procedures.

Minimum Qualification Requirements: To qualify for this position, you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series/grade to which you are applying. (1) Basic Educational Requirements: In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below:A. Degree: Degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. (2) Specialized Experience To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Applying risk identification and risk management processes. 2) Advising on the safety or environmental impact of processes or programs; AND 3) Collecting, analyzing, or reporting of relevant safety or environmental performance metrics. Must meet all.
