About the Position: Serves as a Budget Analyst within the Resource Management Office, Budget, Manpower & Management Branch, USACE, San Francisco District. Financially approves, certifies and accepts reimbursable customer orders for the district.

Duties
Analyzes program and budget guidance and instructions to determine impact on organizational operations; provides guidance, direction and control to various operating divisions on all phases of budget formulation.
Develops local schedules to meet time-phased requirements and furnishes formats for preparation of estimates.
Assists the Budget Officer and Lead Budget Analyst as well as the SPD Budget Officer, etc, in the execution of program resources.
Recommends major reprogramming of funds to Division and Branch Chiefs to ensure resources are utilized effectively.
Implements financial management procedures for continual review and surveillance of funds subdivisions and limitations to preclude anti-deficiency violations.
Participates in forecasting process, anticipates possible violations of anti-deficiency regulations; participates in conferences at higher headquarters to defend estimates.
Conducts studies of District organizations and functions to make recommendations on manpower requirements.
Serves as lead for personnel actions for conformance to approved FTE allocation and organizational staffing guidance.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must possess or be able to obtain DoD FM Certification Level II within 2 years of employment.

Minimum Qualifications for the GS12
Specialized Experience: One year of specialized experience which includes budget preparation, formulation and budget execution to include budget regulations, cost estimates and financial databases. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Education
