The primary purpose of this position is to serve as Operational Training Program Manager with responsibility for managing operational training program in support the full spectrum of military exercises and training programs and activities.

Duties

Effectively conducts program planning process to satisfy training program requirements Serves as technical liaison for evaluation of training requests to conduct exericise/training operations. Serves as the primary point of contact between the training program representative other US government and industry resource offices for assigned programs. Serves as operational training manager for program execution for assigned projects which will include joint training, special access projects, large an small scale joint exercises to include ground maneuver, weapons training airborne events. Provide all program financial planning and management for assigned projects.

  • The work is in an office environment and out on the range with some walking, bending, long periods of standing, and climbing when visiting ranges and flight line areas in support of test, exercise, and training program planning and execution
  • Work is performed in a standard office setting and in a range environment with frequent work in hangars, flight lines, central control facility, and test ranges where mission activity is taking place
  • Incumbent may be required to quickly respond to short-notice mission requirements at night and on weekends within two to three hours after official notification.
  • The work may require the employee to drive a military motor vehicle. An appropriate, valid military driver's license may be required for the position.
  • Temporary duty (TDY) travel to coordinate exerices/training plans, attend conferences, and participate in related program activities is required.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=GS-ADMIN SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying principles, theories, techniques, practices, mission, and organizational structure of the specific program and or functional field to support the assigned systems and database management services program administration responsibilities; analytical and evaluative methods to develop, monitor, and analyze applicable statistical data to track and assess the efficiency and effectiveness of programs, conduct program evaluations, identify problems, and resolve inefficiencies; developing, coordinating, and implementing policies, procedures and training regarding the proper execution of research funds. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of broad ranging operational training concepts, principles, and practices and extensive familiarity with USASOC and Eglin MRTFB support disciplines and architecture to perform large and complex projects with complete responsibility 2. Knowledge of Army operations and ARSOF specific (ground, water, UAV, Airborne) training requirements. 3. Knowledge of Department of the Army and 46 TW program planning and budgeting cycles, financial control and budget systems, and management; work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds. 4. Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders. 5. Knowledge of automated data processing concepts system capabilities, and economic usage to skillfully accomplish assigned functions. 6. Ability t research, analyze, interpret, and apply ruses, regulations, and procedures in a wide varity of situations and implement timely and economical solutions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
