Duties
The purpose of this position is to serve as a Contract Analyst for the National Cemetery Administration's Southeast District with responsibility for performing professional work involving the drafting of requirements of supplies and services IAW procedures outlined in the Federal Acquisition Regulations, VA Acquisition Regulations, Public Laws, and Agency policy. Additionally, this position assists district level and cemetery personnel in facilitating requirements for acquisition packages; procurement management and oversight responsibilities. Some examples are equipment, construction, services, headstones and markers for cemetery operations, maintenance and services procured. Other unique requirements include intra/interagency agreements and strategic sourcing. The incumbent will be required to possess those requisite skills and experience to effectively deal with an assortment of contracting issues at a full performance level. Incumbent is required to perform all acquisition package work up to the point of submission of contract for solicitation. Serves as liaison between centralized contracting, cemetery, finance, and budget.
The incumbent assists the requiring activities by serving as a member of acquisition planning teams at the Southeast District Office and the Southeast District Cemeteries. In this role the incumbent aids requiring activities in performing market research, reviewing specifications and statements of work, and reviewing acquisition milestone plans. The incumbent will ensure that specifications and statements of work are prepared in a manner which adequately describes the Government's requirements without restricting competition. Advises technical personnel as to inadequate, ambiguous, or vague specifications to avoid Government liability. Performs a complete review of all contracts for the SED office and SED cemeteries with emphasis on sole-source recommendation requirements and conducts necessary market analyses to test the noncompetitive assumptions of requisitions. Prepares required findings and sufficiently documents determinations in this regard.
Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm. May include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day and Veteran's Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work.

Qualifications
To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 08/07/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: preparing and executing contracts on all procurement requirements; completing needs assessments; reviewing appropriate technical specifications; preparing required documents for procurement, and acquisition segments to include review of a statement of work; vendor negotiation of goods and/or services, and agreement of associated costs; evaluating contractor work; setting deliverable timetables; and verifying invoice payments.

Physical Requirements: The subject position is primarily of an administrative nature in an office setting, however where travel to work sites is required there may be light physical work required, such as walking over uneven surfaces, or assisting technical personnel in taking measurements or elevations. Government travel for training, meetings, or customer interactions will be required in this position.
