Serves as Chief Engineer for high performance flight research vehicle projects in the Range Engineering Branch. Responsible for the development of project range system requirements for the use of Dryden Aeronautical Test Range (DATR) systems, including efforts in the planning, development and implementation, modification, configuration management, testing and integration.
Duties
Serves as DATR Chief Engineer ensuring systems engineering processes are complied with and all engineering services including hardware and software products meet quality policies.
Responsible for the planning, design, test and evaluation, cost analyses, program and project management, and quality management for ground-based range systems/projects in the Armstrong Flight Research Center's Dryden Aeronautical Test Range (DATR).
Leads the configuration management of DATR ground-based range systems to ensure that systems are properly configuration managed and ensures compliance with DATR configuration management policy.
Leads the resolution of technical issues and in establishing new technical approaches and recommendations for improvements in DATR ground-based products/capabilities.
Represents the DATR, Armstrong, and NASA as range engineering subject matter expert for technical committees/panels within the flight test and range engineering community.
Performs upgrades to DATR range telemetry tracking/subsystems, RADAR, Flight Termination, video, voice, mission control room and data distribution systems.
Manages multi-disciplinary teams in engineering and integration efforts for the DATR. Delegates appropriate authority in an effective manner.
Provides authoritative technical decisions, advice, and consultation on variables/unknowns affecting planning, integration, coordination, and critical management problems with respect to safety, technical reliability, and cost.

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
To qualify at the GS-15 level, you must have one year of directly related specialized experience equivalent to the GS-14 level:
Providing technical expertise or oversight in the planning, development, design, testing, and/or integration of complex electronic engineering projects for range ground-based systems;
Solving technical issues and establishing new technical approaches or recommendations for improvements for range ground-based products/capabilities to support ground tests and test flights and;
Applying configuration management policies for ground-based range systems to ensure that systems are properly configuration managed/documented.

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
