This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is Natural Resources Specialist position with the U.S. Army Installation Command, Engineering Division, Natural Resource Management Branch.

Duties

Serve as the Natural Resources Specialist for requirements under the Sikes Act. Manage the installation?s natural resources program in accordance with Federal and state laws. Update the Fish and Wildlife Management Plan. Subject Matter Expert for natural and cultural resources programs Serve as the installation?s appointed Pest Management Coordinator and Quality Assurance Evaluator. Serve as the installation?s appointed Cultural Resources Manager to ensure compliance. Coordinate the installation agricultural out lease program.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position is subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • This position requires the employee to use personal protective equipment provided by the employer.
  • Incumbent is required to obtain and maintain Pest Management Certification.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education/ experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (Note: You must attach a copy of your transcripts.) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-12- One year of specialized experience at the GS-11 grade level (1) Developing the natural and cultural resources programs; (2) Monitoring of invasive species; (3) Developing annual and long-range management plans in accordance with the "multiple use" concept for all natural, renewable resources; and (4) Coordinating with the appropriate federal, state, and local entities as required by federal law and Army regulations to ensure installation compliance. This experience is defined at the GS-11 grade level in Federal Service. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
