The primary purpose of this position is to plan, construct, and repair containers and material handling items from wood or wood substitute materials; pack, preserve, and crate items for shipment and/or storage; brace and block items for shipment, and operate fork lifts to facilitate loading and unloading.

Duties

- Makes and repairs a wide range of standardized supply, shipping, and storage containers such as boxes, crates, pallets, dividers, and storage bins of various sizes and shapes from wood and wood substitute materials. - Secures hazardous and/or non-hazardous cargo inside or upon conveyances that have regular and rectangular shapes, and unobstructed cargo areas such as box cars, gondolas, flat cars, vans, and/or trucks. - Performs a wide variety of standard and specialized preservation and packing work. Uses various protective/cushioning and bracing techniques for custom packing of a variety of items including hazardous materials to ensure safe and damage free movement. - Operates electric, LPG, or diesel powered fork lift trucks capable of lifting loads weighing less than 10,000 pounds and as high as 168 inches to facilitate loading and unloading duties. Uses and maintains various types of hand and/or power tools, such as nail and staple guns; hand, radial, and circular saws; hammers, joiners, and squares, etc. - Performs duties in a safe manner, utilizing safety practices and procedures, and complying with established safety rules and regulations.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4600 Wood Work Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is ability to do the work of a WOOD WORKER (BLOCKER & BRACER) without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of woodworking techniques to plan, construct, and repair standardized shipping and storage containers; a wide range of requirements surrounding the packing, preserving, storing, blocking/bracing, and conveying of hazardous materials; and wood and wood substitute materials for selection in construction containers and for use in blocking and bracing items and cargo. 2. Knowledge of arithmetic to calculate lengths, widths, and weights. 3. Knowledge of safety regulations, practices, and procedures. 4. Skill involving a range of blocking and bracing cargo inside or upon conveyances, including the use of blocks, braces, gates, wedges, etc., and guying/staying tools such as turnbuckles, winches, cables, anchors, bars, straps, chains, etc.; and skill to perform a wide variety of standard and specialized packing/preserving to include various protective/cushioning and bracing techniques. 5. Skill to use and maintain tools and equipment, such as hammers, hand saws, power saws, pneumatic nailers/staplers, wood working machines, heat sealing and vacuum equipment, etc.; and safely operate fork lifts without more than normal supervision. 6. Ability to read and follow specifications, instructions, sketches, illustrations, blueprints, and vehicle operating manuals. Physical Effort: Work continuously involves standing, stooping, reaching, or similar physical activity. Must sometimes work in cramped or awkward positions and may have to climb upon or crawl under vehicles or structures. Occasionally performs heavy, strenuous, and tiring work for prolonged periods on hard surfaces. Continuously lifts, carries, and positions tools and materials weighing up to 18 kilograms (approximately 45 pounds), and often moves or positions extremely heavy items using jacks, levers, floor hoists, cranes, fork lifts, or assistance from other workers. Working Conditions: Works in warehouse or enclosed area that may be drafty, cold, or overheated. Occasionally works outside and is subject to prevailing weather conditions. Frequently exposed to noise and possible cuts, abrasions, muscle strains and injuries from using hand and powered tools. Exposed to nose and lung irritation from dust and sawdust, and possible injuries from falling objects, swinging crane loads etc. May be exposed to noxious fumes, skin irritants, and flammable chemicals. Safety equipment such as safety glasses, hard toe shoes, ear plugs, hard hats, or other protective equipment may be required to be worn on the job. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
