This position is located at the Location Support Staff unit, Agricultural Research Service (ARS), Southeast Area (SEA), in Stuttgart, AR. Applicants must be in the local commuting area of Stuttgart, AR. In this position, you will provide the full range of administrative support to ARS scientists at this location.

Duties

Maintains all building plans, as-built drawings, and construction records. Assists with maintaining facility records, certifications, and permits. Ensures grounds are well maintained, and sidewalks and parking areas are clean and accessible Monitors electrical systems for operational efficiency and energy conservation.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade. GS-07: Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-07 includes one year of specialized experience comparable to GS-05 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is assisting with building and facility operations and maintenance; and assisting with contracts for construction, repair or maintenance projects. OR Education: Successful completion of 1 full year of progressively higher level graduate education leading to a master's or equivalent graduate degree in engineering, industrial arts, property management, or business administration. OR Superior academic achievement (SAA): Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. S.A.A. is based on (1) A grade point average of B (a GPA of 3.0 or higher) for all completed undergraduate courses, or those completed in the last 2 full years of undergraduate study; OR (2) A grade point average of B (a GPA of 3.5 or higher) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study; OR (3) Rank in the upper one-third of your class in the college, university, or major subdivision; OR (4) Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. OR A combination of education and experience as described above. GS-09: Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-9 includes one year of specialized experience comparable to GS-7 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience managing and monitoring building and vehicle maintenance and repair; overseeing facilities maintenance, facility security, and inspections; and providing coordination for the staff in accessing and utilizing facilities. OR Education: Successful completion of a master's or equivalent graduate degree, 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., in a major study related to engineering, industrial arts, property management, or business administration. OR A combination of education and experience as described above. GS-11: Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience developing and maintaining the annual and long-range standard facility operation and maintenance procedures; planning, directing, and overseeing a preventive maintenance program; ensuring all critical infrastructure and associated systems receive routine maintenance; and managing associated budget plans. OR Education: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to an engineering, industrial arts, property management, or business administration degree or LL.M., if related. OR A combination of education and experience as described above. Physical Demands: Work involves extended periods of working in uncomfortable positions, such as standing, sitting, laying on back, and walking. Requirements include sustained attention to detail and excellent hand/eye coordination, with high emphasis on dexterity. Incumbent may lift items weighing under 50 pounds. Working Environment: The majority of the work is performed within the laboratories and workspaces, construction sites, warehouses, and other facilities; a portion of the work is performed in an office setting. During laboratory inspections, there is possible exposure to chemical or other biological materials that may require the wearing of personal protective equipment or clothes. Occasionally works at heights when required. Equipment and systems may be located in poorly lighted and ventilated environments. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
