About the Position: Serves as a technical expert in the field of terminal instrument procedures (TERPS), airspace use coordination, air traffic regulation, air traffic procedures, and aeronautical information for Department of the Army, G-3/5/7.

Duties

Collaborate with other military services, the Federal Aviation Administration (FAA), and other national and international agencies concerned with aeronautical information of all types. Analyze, develop and revise Terminal Instrument and Instrument Enroute Procedures (TERPS) on a worldwide basis (IAW FAA Order 8260.3 and ICAO Doc 8168-OPS/611). Analyze and evaluate processes, and approves requests for Army aircrew?s use of commercially or foreign government produced instrument flight procedures. Interface with the FAA at the national and regional levels on an as needed basis in support of army procedural services requirements. Provide advice to Army, Army National Guard, and Army Reserve installations and units in new DA and FAA policy, revisions and the impact on flight operations. Provide Army representation to numerous working groups comprised of the Army, Air Force, Navy, and the NGA.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Experience as a certified air traffic controller and/or a dual rated instrument pilot.
  • Must be able to obtain and maintain a Secret Clearance.

Qualifications

This position is a term position and may be extended up to a maximum of eight years. This position may be converted to permanent career or career-conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent. This position is obligated. An obligated position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, return rights based on having served an overseas tour(s), and may also cover employees who have been on extended leave without pay under certain circumstances. During the obligation period, the position may be filled on a temporary or permanent basis. The selected employee is required to sign an agreement acknowledging that (s)he is aware of the obligation and accepts the fact that (s)he may be displaced under reduction in force procedures at a later time. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: Assisting with the development of procedures such as Terminal Instrument and Instrument Enroute Procedures (TERPS); Advising on air traffic laws and regulations; and Providing recommendations on instrument procedure design systems and software. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
