You will serve as a Director of Real Estate within the Real Estate Business Line (REBL) of Naval Facilities Engineering Systems Command (NAVFAC) Southeast. Duties

You will serve as the Senior Civilian Management Professional responsible for the acquisition, management, and disposal of Command real property and real property interests. You will be responsible for the policy, process, systems, training, and guidance for all real property and real property interest transactions and agreements for the Command. You will provide community management for realty specialists, appraisers, surveyors, and cartographers, to include community management training requirements and warrant training requirements. You will oversee real estate contracting activities, the warranting of real estate contracting officers, including Level 1 or 2 subordinate contracting officers, as well as appraisal and cadastral functions.

  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position requires travel, up to 10% of the time, from normal duty station. You must be able to travel on military and commercial aircraft.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Must attain all requirements to hold a Level III Real Estate Contracting Officer Warrant within 24 months of employment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Applying mastery of real estate principles, policies, and methodologies for the acquisition, management, and disposal of real property across a large geographic area; 2) Planning, managing, and overseeing the execution of highly complex and large scale real estate projects, including third-party (developer) financing transactions, that require complicated negotiations and resolution of conflicts in policy and program objectives in coordination with field offices; 3) Ensuring policies and procedural guidance are followed in handling the acquisition, management, and disposal of real property worldwide; 4) Providing expert level advice to senior leaders and customers on complex US Government (such as the Department of Defense) real estate actions having political, financial, legal, or other significant impacts on operations and 5) Managing a federal real estate program including budget development and execution; hiring, supervising, and training of personnel; and the development and implementation of real property policies and procedures.
