About the Position: Mission and Installation Contracting Command (MICC) - Fort Eustis oversees eleven contracting offices within the MICC, providing them with contract support, business advice, and acquisition oversight. The MICC provides Army Commands, installations, and activities with responsive contracting solutions and oversight.

Duties

Serve as subject-matter expert of entire spectrum of contracting and acquisition, from requirements identification to system retirement and disposal, and all facets of logistical support during the contracting lifecycle. Review of a full range of contract actions; analyze, evaluate, and develop solutions to contracting problems. Work with individual customers to understand contract requirements, recommend and assist in developing and implementing new contracting approaches and innovative ideas to achieve contract solutions. Perform research and analysis in emerging contracting trends to provide the best business advice and ensure compliance with laws, regulations, policies, standards, and procedures. Evaluate and synthesize data and information relative to the customer's organization, operation, and mission priorities to formulate and propose innovative acquisition reform and business initiatives to increase customer satisfaction. Assist and advise customers at the functional level regarding the management and oversight of contractor performance.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain Secret Clearance.
  • The incumbent of this position will be required to complete and file a Financial Disclosure Statement (OGE-450)
  • This position requires temporary duty (TDY) travel up to 15% of the time.
  • This position requires Advanced certification in Acquisition Career field of Contracting within 36 months of entrance on duty.

Additional information about transcripts is in this document. Basic Requirement for Procurement Analyst: Degree: Bachelor's degree (or higher degree) from an accredited educational institution. (You MUST attach transcripts) OR Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes experience; 1) knowledge of formal and informal source selection procedures across the FAR (Federal Acquisition Regulation), DFARS (Defense Acquisition Regulation), and AFARS (Army Federal Acquisition Regulation) 2) significant understanding of contracting processes to serve a business advisor to other contracting personnel in the office.3) implementation of policy, training on a variety of contracting topics, and 4) the ability to mentor and coach as needed. You will be evaluated on the basis of your level of competency in the following areas: Contracting/ProcurementCustomer ServiceOrganizational AwarenessTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
