The primary purpose of this position is to serve as a technical and subject matter expert, advisor and manager in all programs under the Cybersecurity and Defense (CS&D) umbrella, including and not limited to: Cybersecurity Service Provider (CSSP); Command Cyber Readiness Inspections (CCRI); Command Cyber Operational Readiness Inspection (CCORI); enterprise vulnerability management and enterprise access management.
Duties
DUTY 1: Plans, organizes, and directs CS&D activities, ensuring that cybersecurity ventures comply with joint and Air Force policy, command strategy and intent and customer requirements. Develops goals and objectives that integrate organization and CS&D objectives. Researches, interprets, analyzes and applies established strategy and policy of the abovementioned organizations into CS&D planning and execution.
DUTY 2: Represents 16 AF/A6 to internal and external stakeholders on the status and implementation plan of CS&D projects, functions and tasks. Establishes, develops, and maintains effective working relationships with 16 AF directorates, its subordinate units, HQ ACC, MAJCOMs, Air Staff, USCYBERCOM and its components, National Agencies and other Department of Defense (DoD) organizations.

Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

BASIC REQUIREMENTS:
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include mastery of advanced cyberspace operations, policy and CS&D knowledge and experience. Knowledge of IT system server and integration methods, IT security principles, hardware and software protocols and project management principles. Must have knowledge in the DoD (CSSP) Evaluator Scoring Metrics directive, USCYBERCOM CSSP policies and procedures (to include CSSP "in the cloud"), JFHQ-DODIN's CCRI program and scoring methodology, and DISA's approved enterprise vulnerability scanner. Knowledge of the Air Force's Air Force Information Network (AFIN) Vulnerability Management Methods and Procedures Technical Order (MPTO). Knowledge of the National Institute of Standards and Technology (NIST) Cybersecurity Framework (CSF). Knowledge of methods and practices involved in the integration of system components sufficient to optimize server and endpoint protection.
Ability to apply sound judgment in the use of security knowledge and in weighing the impact of variables such as granting access to classified material and other issues that influence the course of actions taken in resolving security questions or issues. Ability to apply findings of assessments to mitigate IT security risks through the implementation of corrective actions. Ability to communicate clearly, concisely, and with accuracy, both orally and in writing; lead peers and executive level working groups, command level study teams, and committees from across the cyberspace community and Department of Defense in forums to innovate and implement new ideas, projects, and methods. Skilled in handling classified data in accordance with established DoD and Intelligence Community procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of agency, AF, DoD and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives pertaining to IT systems.
Knowledge of CSSP, CCRI, Information Assurance (IA) and DoD Information Assurance Certification and Accreditation Process (DIACAP)/Risk Management Framework (RMF). Applies DoD and commercial best practices, methods and security products to protect and maintain the availability, integrity, confidentiality, and accountability of Air Force information system resources.
Knowledge of security procedures to maintain control of classified material.
Skill, judgment, resourcefulness, originality, and ability to foresee the impact of changing technology and in applying analytical and evaluative techniques to identify, investigate, and resolve complex issues or problems.
Ability to effectively organize and analyze information; produce authoritative reports, position papers, and briefings that are responsive and actionable to the specific needs of commanders and senior management officials; present clear and concise findings; and effectively advocate for a position.
Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships at the Headquarters Air Force, MAJCOM, Numbered Air Force, Wing, Group and Squadron levels.
CONDITIONS OF EMPLOYMENT CONT.
Security: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety.
Defense Cyber Workforce Framework (DCWF) is a condition of employment. Each DCWF code has been evaluated at an Advanced level. The member must meet the appropriate foundational and resident qualification requirements. The incumbent of this position must achieve the foundational qualifications within 9 months of assignment of this duty and must achieve the resident qualifications within 12 months of assignment of this duty.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
