As Business Manager with the Structural Engineering Division, you will be responsible for Assisting the Chief & Deputy Division Chief and Branch/Office Chiefs in coordinating & managing the facilities, laboratories and projects, and their budgets. You will be responsible for development of the management structure to track & maintain cost, technical, and schedule metrics and lab/facility cost models, and for integration of Planning, Programming, Budgeting, and Execution (PPBE) for the division.

Duties

Serves as Contract Technical Management Representative (TMR) for management of contract administering Division-wide services. Reviews and evaluates contractor's performance and reports deviations to the Contracting Officers Representative (COR). Performs analysis on a variety of internal and external complex data for business operations related to resource management functions using advanced and innovative data analytics tools and methods. Works closely with Division, Branch and, other technical managers to provide recommendations, strategic planning, workforce planning, resource management, analyzing cost and performance management activities. Provides budget and resource data management, analytics, validation, and/or develops process improvement recommendations. Analyzes cost actuals and data trends to identify variances against cost phasing plans Performs annual phasing plans, integrated budget planning, cost variance analysis, trending analysis, financial reporting, and cost estimates. Presents reports/results and communicates data to stakeholders. Performs technical management activities including budget and resource control, procurement, and support contractor management. Utilizes knowledge of the NASA budget process and experience with Planning, Programming, Budgeting, and Execution (PPBE) process and able to integrate organization PPBE response.

Requirements

• Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

Qualifications

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above. NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Leading a team of resource analysts charged with maintaining the Structural Engineering Division budget processes; Communicating information and recommendations to others; Performing analysis on a variety of internal and external complex data for business operations related to resource management functions using advanced and innovative data analytics tools and methods, specifically in business intelligence. Education

Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus.

If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.

Degrees in engineering technology are not considered qualifying for this position.
