About the Position: This position is located at the Rock Island Arsenal Joint Manufacturing and Technology Center (RIA-JMTC). Serve as an ordnance Industrial Specialist involved in the administration and performance of industrial operations related to the manufacturing/overhaul of complex ordnance items and their component parts and subassemblies, and miscellaneous ordnance and accessories for the Rock Island Arsenal Joint Manufacturing and Technology Center (RIA-JMTC).

Duties

Analyze and develop complex bills of material (BOM), and develop material and labor cost estimate for the manufacturing requirements of assigned programs. Develop in-process production inspection plans for assigned mission items with emphasis on defect prevention through the application of appropriate control tools. Establish production manufacturing plans, in-process quality control and cost estimates in support of requirements for new manufacture and/or assembly and/or modification of one or more highly complex or specialized ordnance items. Provide advice and technical assistance to private industry on assigned items for which production contracts have been awarded. Determine facility requirements, machinery, tooling, and required skills. Review tech data package for pending procurement and production for completeness, clarity in defining responsibilities, inclusion of required in-process inspections, tests, processes and procedures. Investigate, analyze and resolve production related problems at the macro-level, providing cause and corrective action. Review technical data issues, identify problems and recommend engineering change proposals.

For Current Army Employees: Position maybe filled as temporary promotion, temporary reassignment or temporary change to lower grade not-to-exceed (NTE) 1 year by a current, permanent Army employee. Temporary promotions, reassignments or change to lower grades may be extended up to a maximum of 5 years and may be made permanent without further competition. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Industrial Management, Engineering, or Applied Science. OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. GS11 Specialized Experience: One year of specialized experience which includes utilizing planning software to create a bill of materials; evaluating industrial plants to determine capacity for production of ordnance items and their component parts and subassemblies; planning production schedules for specialized ordnance items such as artillery systems, rocket launchers, gun mounts, small arms or machine guns to produce quality end products; providing technical assistance to employees to ensure timely completion of complex ordnance production items; and providing course of action, updates or issues of production items to keep the command apprised of the production schedule. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Industrial Management, Engineering, or Applied Science.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
