The Facility Engineering Office at the NASA White Sands Test Facility is seeking a Project Manager/Engineer to provide administrative and technical oversight necessary for accomplishing the work of the unit. Serves as project manager and engineer providing leadership and guidance in planning, design, construction, modification, operation, and maintenance of various institutional and aerospace facilities and utilities used in the conduct of aerospace research, development and operations programs.
Duties
Serves as a Project Manager over multiple projects of various facility systems and infrastructures, including electrical distribution and utilization, potable and wastewater supply and distribution, building systems, life safety, roadways, etc.
Provides oversight of on-and off-site contractors to ensure contractual obligations and government resources are expended in an economical and beneficial manner.
Serves as a Facility Engineer on experimental facilities and equipment projects involving conventional engineering practices.
Uses established criteria and professional judgment to modify or construct laboratories, facilities, equipment, or processes to support Center program and Agency goals.
Performs analysis of technical engineering data and documentation in support of a variety of Center Infrastructure and Program projects that require interpretation and knowledge of engineering concepts, laws, regulations, code compliance and policies
Serves as a Project Team Leader on multi-disciplined, cross-organizational, and complex design/construction projects.
Oversees the design and execution of complex projects with multiple subsystems, services, capabilities, or products that support NASA functions, programs, or projects.
Duties require reacting rationally and quickly to real-time environments of rapid change, hazardous conditions, and competing priorities.

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
GS-13: To qualify at the GS-13 level, you must have one year of directly related specialized experience equivalent to the GS-12 level in the federal sector:
Managing project development, design, construction, and/or maintenance of various facility systems and infrastructures, such as electrical distribution and utilization, potable and wastewater supply and distribution, building systems, life safety, or roadways;
Leading teams and/or providing support and oversight to teams in the resolution of problems with facilities systems, equipment or utilities such as hardware problems, procedural or policy issues, or operational issues including preventive maintenance, corrective maintenance (repair), predictive testing & inspection and/or condition-based maintenance programs;
Managing supporting functions such as Construction of Facilities Projects and Equipment, Lifting Devices and Equipment Management and Operations, Roadway and Bridge Construction and Maintenance, Radio Frequency Spectrum Management, Occupational Safety and Health Programs, and/or Construction and Maintenance of Utility Infrastructure Systems.

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
