The primary purpose of this position is to accession, organize, preserve, curate, and disseminate official Academy and donated records, including physical, born-digital, and digitized holdings, and to facilitate user programs that encourage faculty and cadets to make use of special collections in the classroom.

Duties

Performs complex archival work involving accessioning, arranging, describing, maintaining, curating, and/or digitizing a moderately large number of official Academy records and gifted records. Consults with Chief of Special Collections on the development of an electronic records program, including the acquisition, appraisal (for collections value only), ingest, description, access, migration, and preservation of complex born-digital and digitized collections. Provides general and specialized research services. Assists cadets, faculty, staff, and other patrons (local, national, and international) with complex inquiries into all materials held in Special Collections, including rare books, photographs, manuscripts, oral histories, and other archival documents (physical, born-digital, or digitized). Facilitates the use of special collections in information/archival literacy efforts. Consults with Chief of Special Collections in the development of initiatives to reframe and reposition collections for innovative use by faculty and cadets in the classroom.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Education:Bachelor's degree in archival science or bachelor's degree with a major that includes 18 semester hours in archival science, history and/or in political science or government, and 12 semester hours in one or any combination of the following: archival science, history, American civilization, economics, political science, public administration, or government. OR Combination of education and experience - at least 30 semester hours that included courses as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Evaluation of Experience: Professional experience must have been in archival science, or in a directly related field of work such as history that involved the collection, appraisal, analysis, or synthesis of information having historical or archival values. The following are illustrative of kinds of experience that may be accepted as meeting the professional experience requirements: (1) experience as an archivist in Federal, state, religious institution, business, or other archives, or in manuscript depositories, and (2) experience of an archival nature that involved research in archival science, or in a directly related field such as history, government, economics, political science, international relations, or international law. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of most up-to-date description standards as applied to manuscripts and archives, including Describing Archives: A Content Standard (DACS), Encoded Archival Description (EAD), and Encoded Archival Context - Corporate Bodies, Persons, and Families (EAC-CPF). In-depth knowledge of electronic records management principles and practices, digital preservation theory and practice, and relevant technology adopted by the archival community in order to make significant recommendations in the development of Special Collections policies. Professional knowledge of history and new developments in historiography and historical research methodologies. Knowledge of and experience in mobilizing archival materials for use in archival/information literacy initiatives. OR EDUCATION: 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of archival philosophy, theories, principles, and new developments as they relate to collections management, research methodology, dissemination, and instructional techniques. Knowledge of the needs, methods, and techniques in historical and historiographical research as applied to archival literacy Knowledge of conservation/preservation and best practices of archival management and storage. Knowledge of electronic records management principles and practices, including creation and stewardship of digital archives, best practices of data storage, migration, and accessibility. Skill in employing archival materials in archival/information literacy initiatives and exhibits. Skill in communicating effectively and concisely, orally and in writing, to a diversity of audiences. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
