As an Information Technology Specialist with the Information Services Branch of Information, Data, and Analytics Services in the Office of the Chief Information Officer, you will be responsible for disseminating policies and procedures as they pertain to Scientific and Technical Information (STI) and work with a team of highly skilled individuals that facilitate optimization and modernization via metadata standardization, automation development, and data/information insight production.
Duties
Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Supports the design, development, automation, and operations of Scientifics and Technical Information (STI) services to ensure compliance with customer and regulatory requirements.
Provides subject matter expertise and in-depth knowledge of the current state and future direction of software tools to leverage Industry Best Practices and enhance STI services throughout the Agency.
Consults with technical experts and software vendors to communicate NASA technical requirements, ensuring sound interfaces and integration solutions between STI, Information Services tools, and other Agency systems.
Provides coordination and integration with other Agency teams, organizations, and program areas to enable delivery of cross-functional solutions and metadata standardizations.
Provides guidance to contractor support staff, while employing Agile development methodologies, to ensure that work products meet requirements and are delivered in a timely manner.
Supports functional incremental modernization and automation activities in support of Open Science.
Supports operational activities in the management and public release of STI via Scientific, Technical and Research Information discoVEry System (STRIVES) and STI Repository systems.
Develops and communicates out findings from data analytics and insights for regular reporting and forecasting.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
GS-11: To qualify at the GS-11 level, you must have:
a) One year of directly related specialized experience equivalent to the GS-09 level:
Reviewing requests and designing automated workflow processes;
Identifying issues associated with service delivery;
Assisting with establishing metadata standards and monitoring metrics and key performance indicators.
OR
b) Completed all requirements for a Ph.D. degree or equivalent doctoral degree with (1) a major in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR (2) a major that provided a minimum of 24 semester hours in one or more fields of computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management, and that required the development or adaptation of applications, systems, or networks.
OR
c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree with (1) a major in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR (2) a major that provided a minimum of 24 semester hours in one or more of fields of computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management, and that required the development or adaptation of applications, systems, or networks.
GS-12: To qualify at the GS-12 level, you must have one year of directly related specialized experience equivalent to the GS-11 level:
Identifying, investigating, and/or recommending resolution of issues associated with service delivery and implementing automation to enhance services;
Working with local and enterprise level stakeholders to gather IT requirements in support of the services provided;
Evaluating and making recommendations for metadata standards as well as metrics and key performance indicators for area process improvement.
GS-13: To qualify at the GS-13 level, you must have one year of directly related specialized experience equivalent to the GS-12 level:
Identifying and implementing process improvement for automated workflows;
Supporting the current state and future direction of service delivery;
Developing metadata standards as well as metrics and key performance indicators to evaluate effectiveness of services being provided.
AND
IF you are qualifying based on experience, you MUST also have IT-related experience demonstrating each of the four competencies listed below:
