This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as Yuma Proving Ground's Emergency Manger, who develops controls, evaluates and coordinates emergency operations within the installation and with outside agencies and organizations.
Duties
Manages the Emergency Operations Center (EOC). Develops operational plans for daily EOC operations.
Assists Antiterrorism Officer in reviewing all local Standing Operating Procedures for compliance with AT guidelines.
Serves as the Chemical, Biological, Radiological, Nuclear and High Yield Explosives (CBRNE) Operations Specialist in the Plans and Operations Division within the Directorate of Plans, Training, Mobilization, and Security.
Responsible for the planning, organizing, directing, and coordinating emergency response programs on the installation.
Principle advisor to the Garrison (EOC)/Crisis Management Team during emergency/contingency conditions on a day-to-day basis.
Conducts training for the Garrison ensuring all protection related principles of instruction are executed in accordance with applicable laws and regulations.
Develops and posts common operating picture concerning actual or hypothetical (for exercises) floods, hurricanes, tornadoes, storms, and man-made disasters on appropriate maps and charts in the EOC.
Develops and maintains emergency recall rosters and procedures for use during activation of the EOC. Develops and maintains various contingency plans.
Performs periodic surveys of emergency preparedness activities to evaluate both accuracy and content while comparing them to other activities throughout the command.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret Security Clearance.
- May be required to serve on rotating shifts during emergencies or training exercises.
- Employee is subject to 24-hour recall to perform emergency response duties. May include tour(s) of duty on weekends or nights to support training for or during actual emergency operations.
- Travel outside local commuting area may be required up to approximately 25%.
- Drug testing is required.
- This is an Emergency Essential position.

Specialized Experience: One year of specialized experience which includes developing emergency management standards, regulations, and trainings to identify/minimize threats to an organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
