The Supervisory MSA will provide clerical and administrative support for multiple Clinical Departments in the Health Administration Services (HAS) at the Ralph H Johnson VA Medical Center. Monitors the status and progress of work and makes day-to-day adjustments in accordance with established priorities and will oversee the Support Services Clinics. Gives on-the-job training to new employees in accordance with established procedures and practices.
Duties
Duties may include but are not limited to:
The incumbent will manage, direct, supervise and coordinate the administrative staff.
Assigns and evaluates the work of subordinate staff.
Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives.
Resolve complex problems to ensure patient services are met; evaluating new products, equipment, and systems to make recommendations for improved operations.
Identify educational or training needs; making final decisions on hiring selections; evaluating performance and taking disciplinary action when necessary.
Work Schedule: Monday - Friday, one of three tours, 6:45am-3:15pm, 7:45am-4:15pm, 10:45am-7:15pm (TBD by Supervisor)

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English language proficiency.
Experience/ Education
1) Experience. Six months experience of clerical, office, or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; or
(2) Education. One year above high school; or
(3) Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. Certification. None required.
Grade Determinations: GS-8 Supervisory MSA
a. Experience. One year of experience equivalent to the next lower grade level GS-07.
b. Assignment. Supervisory MSAs at this level plan and direct programs at medical centers and/or satellite outpatient clinics and have full supervisory responsibility for supervising at least one subordinate team leader or supervisor. Assignments at this level include, but are not limited to: assigning and evaluating the work of subordinate staff; resolving complex problems to ensure patient services are met; evaluating new products, equipment, and systems in order to make recommendations for improved operations; identifying educational or training needs; making final decisions on selections; evaluating performance, and taking disciplinary action when necessary. The employee has full administrative and professional responsibility for planning and directing the MSA's activities. Responsible for extracting and analyzing data in order to provide reports in support of performance measures to senior management. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.
c. Demonstrated Knowledge, Skills, and Abilities.
Candidates must demonstrate the KSAs below:
1. Ability to provide the full range of administrative and supervisory duties which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements;
2. Ability to collaborate, communicate and demonstrate customer service and interpersonal skills with all healthcare professionals to ensure quality/continuity of care and ensure compliance with established policies and regulations;
3. Ability to provide briefings, orientations, staff development and training;
4. Ability to manage fiscal matters, forecast resource and equipment needs, and identify budget needs.
5. Advanced knowledge of managing or leading patient support staff in a clinic. (This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex system environment)
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Preferred Experience: The work is primarily sedentary; however, some walking, standing, bending, stooping and carrying of small items such as files may be required.
