This Job Opportunity Announcement will be used to fill a Pharmacist - Facility Program Manager Informatics GS-0660-13 position in Pharmacy Service at the Cheyenne VA Health Care System, Cheyenne, WY.
Duties
This licensed pharmacist is fully responsible for managing all aspects of the major pharmacy program areas of automated data processing (ADP)/Informatics including VistA, GUI, Bar Code Medication Administration (BCMA), Automated Dispensing Cabinet (ADC) system, and other pharmacy automation systems. The incumbent is the pharmacy contact for Information Management Service (IMS), Clinical Application Coordinators (CACs), national software support offices, and outside vendors whose product interfaces with computerized databases in the pharmacy.
The incumbent performs analytical and evaluative work associated with line and program activities of Pharmacy Service. The incumbent organizes and develops information to provide a solid base upon which Pharmacy Management can make effective data-driven decisions to anticipate and meet pharmaceutical needs of customers and goals of the Facility and Network. The incumbent is responsible for the collection, analysis, and evaluation of data to achieve optimal utilization of computer and information related purchases.
Duties include but are not limited to the following:
Program Management
Acts as the administrator in charge of the local pharmacy drug file. This includes modification, evaluation, and maintenance of the local pharmacy drug file to ensure appropriate information for order entry and drug accountability. This responsibility affects every medication order generated at the Cheyenne VA Health Care System and directly impacts pharmaceutical care for every patient served by the Pharmacy Service. This individual is responsible for outcomes related to changes made to the local pharmacy drug file.
Acts as the administrator in charge of the Automated Dispensing Cabinet (ADC) system. This includes modification, evaluation, and maintenance of the ADC system. This system maintains inventory, stores and dispenses medications, provides security, and ensures complete documentation of utilization in patient care areas. The incumbent is responsible for outcomes related to the management of the ADC system.
Acts as the administrator in charge for all unit dose packaging systems (i.e., unit dose packaging equipment and barcoding equipment). This includes the modification, evaluation, and maintenance of these systems.
Coordinates the maintenance and operation of outpatient medication automated order filling and dispensing systems.
Data Management
Maintains an extensive knowledge of the VistA file manager system, SQL, and commercially available programs that facilitate transfer of data into Microsoft database or spreadsheet format.
Maintains an extensive knowledge of all Microsoft Office applications including Word, Excel, Access, and PowerPoint in order to manipulate and format data into reports and graphical presentations at the request of Service management.
Maintains an extensive knowledge of available VISN 19 and national databases in order to manipulate and format data into reports and graphical presentations at the request of Service management.
Extracts and collects data utilizing these systems to prepare reports as requested by Service management.
Coordinates the use of Pharmacy VistA software packages with other VA clinical applications including CPRS and BCMA including the Clinical Reminders system. Has access to all Pharmacy VISTA files and assures maintenance and updating of all CPRS/VISTA files including the local Drug File, File 50 to facilitate. Has the access to develop medication "Quick Orders" that are utilized by providers to expedite the processing of medication orders in the appropriate format to reduce the potential for prescribing errors and provider view alert signatures because of pharmacist order correction edits.
Utilizes automated reporting systems to prepare High Cost, Most Frequently Prescribed, and Non-Formulary Drug reports for P&T Committee review.
Establishes and maintains databases for the documentation of outcomes of clinical economic initiatives including patient care and cost reduction issues and generates summary reports as requested by Service management.
Coordinates all aspects of the pharmacy's automated data processing activities. The scope crosses all major program areas within the services as support is provided to the Office of the Chief, Patient Support Services, Clinical Specialists, Quality Assurance Programs, Inpatient and Ambulatory Care Sections. The scope also crosses most other clinical services and programs.

Qualifications

Basic Requirements:
Citizenship: Citizen of the United States. (Noncitizens may be appointed when it is not possible to recruit qualified citizens.)
Basic Education:
Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy)
and/or
Doctor of Pharmacy (Pharm.D.) degree.

NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia.
Grandfathering Provision:
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
English Language Proficiency: Pharmacists must be proficient in spoken and written English.
Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.
GS-13 Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level.
Facility Program Manager. Manages all aspects of a distinct program to include policy development, quality resources and specialty functions unique to the program to optimize cost effectiveness (budget) and patient outcomes. Coordinates a single program area of a complex pharmacy operation, or multiple program areas within a facility to develop, organize, manage, and control complex pharmacy programs. Develops, organizes, coordinates and manages single or multiple program areas within the medical facility; this may include a single program area at multiple facilities.The Program Manager title is reserved for those individuals who have one or more of the following: supervisory responsibilities for various sections within Pharmacy Service; a complex program requiring coordination of multiple locations such as medical center care facilities, Community Based Outpatient Clinics (CBOCs), rural health, telemedicine, etc; specialized areas of a complex nature such as nuclear pharmacy, quality assurance, pharmacy informatics, clinical applications coordinator, Home Based Primary Care, pharmacoeconomist or liaison pharmacist duties requiring the coordination of processes with other medical facilities or VISNs.Pharmacists assigned to this position must demonstrate the following Knowledge Skills and Abilities (KSAs):
Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
Expert understanding of regulatory and quality standards for their program area.
Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise.
Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy.
Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.
Preferred Experience: Current extensive knowledge of Informatics, SQL, VistA file manager system, Microsoft office applications Word, Excel, Access, and PowerPoint, available VISN 19 and national databases in order to manipulate and format data into reports and graphical presentation, Pharmacy Operation & Automation, Familiarity with VA and PBM governance structure. Internal Employees and Past/Current/Upcoming VHA Health Professional Trainee (HPT) Graduates (completion of a VA Pharmacy Residency Program) meeting qualification standards at time of appointment.

The full performance level of this vacancy is GS-13.
Physical Requirements: Physical movements involve completion of routine pharmacy functions which include, but are not limited to: significant computer work/typing involving documenting patient encounters in the Computerized Patient Record System (CPRS), prescription order entry and processing, contact of patients (both face to face and via phone). Certain tasks are repetitive in nature and require multiple steps performed in succession for success. The incumbent should be able to lift and carry up to 45 pounds without significant difficulty. Incumbent must be able to stand or sit in one place including repeated bending for considerable time, reach above shoulders, use of fingers, both hands and legs required, during completion of complex tasks. Complexity of mental processes involved is extensive, demanding, and challenging thus requiring the ability for rapid mental and muscular coordination simultaneously for mental and emotional stability. Glasses are acceptable for vision correction per OF178 as employee needs the ability to read without strain of printed material the size of typewritten characters.
