THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a AIRCRAFT MECHANIC, Position Description Number D0483000 and is part of the HI AASF 1, National Guard.
Duties
SUMMARY OF DUTIES: The purpose of this position is to perform the full range of aircraft maintenance duties including troubleshooting, preventive maintenance, repair, and ground testing of assemblies, system, and surfaces for one or more types of military aircraft, fixed and rotary wing.
Perform inspections, functional checks, and preventive maintenance on assigned aircraft to include pre-inspection, daily inspection, pre- and post-flight inspections and such special inspections as required, including fuel contamination checks, oil sampling, and an inspection of onboard emergency equipment.
Troubleshoots, diagnoses, and performs unscheduled maintenance on assigned and transient aircraft.
Performs the full range of repair and testing of aircraft system, assemblies, and surfaces. Using a variety of methods involving test equipment, visual checks and instruments, diagnoses and identifies problem areas and determines the extent of repairs required.
Performs other duties as assigned.

Requirements

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.

Qualifications

GENERAL EXPERIENCE: Experience or training that has provided the candidate with the skill to remove and replace aircraft parts, accessories, and components, and to make adjustments and settings according to established specifications. Must be skilled in the use of hand tools and test equipment.
SPECIALIZED EXPERIENCE: Must have at least 18 months experience or training installing, adjusting, aligning, troubleshooting and functionally testing the various major and minor mechanical and pneudraulic systems on an aircraft during overhaul or modification. Experience coordinating the work of other mechanics, and scheduling maintenance to ensure completion of critical actions and optimum workflow. Must have the ability to instruct lower graded mechanics, military and other personnel in the disassembly and re-assembly of crash damaged engines, transmissions, gearboxes, hydraulic components, and fuel controls sufficient for the exhibit to be returned to its shipping container.
WORKING CONDITIONS: Works inside and outside, in inclement weather, on icy, wet, and slippery ramps and workstands in temperature and humidity extremes. Work areas may be drafty, noisy and have toxic fumes present. Irritants such as aircraft fluids, dirt, grease, dust, paint and solvents may be present. Exposure to cuts, burns, electrical shock, strains, and broken toes exists.
PHYSICAL EFFORT: Required to climb, stand, stoop, bend, stretch, and work in tiring an uncomfortable positions. Frequently lifts parts and equipment weighing up to 20 pounds. Occasionally lifts and carries times weighing 50 pounds and over.
OTHER SIGNIFICANT FACTS: Eligible for NGB Non-Aviator Flying Status when designated to participate in Army Maintenance Test Flights.
MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709.
CONDITIONS OF EMPLOYMENT:

2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

4. May occasionally be required to work other than normal duty hours; overtime may be required.

NOTES TO CANDIDATES:
a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor.
b. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.

m. This type of appointment is expected to extend beyond one year, not to exceed 4 years. Separation will be preceded by a 30-day notice when services are no longer needed. Permanent technicians will remain on permanent status if selected.
n. Selectee informed in advance of the reasons for and conditions of this temporary promotion may return to his/her former grade when temporary action is no longer needed and may be effected at any time without adverse action procedures.
o. Temporary promotion may be extended for an additional two years, not-to-exceed four year, with National Guard Bureau approval.
p. Should the need for temporary time limitations placed on this position no longer exist, the Temporary Promotion may be converted to a permanent action without further competition.
q. This position may involve arduous/hazardous duties. Placement is contingent upon successful completion of a medical examination or review/approval of a physical examination taken within six months.
r. Selectee may be scheduled for formal training at the Professional Education Center (PEC) within the first six months of employment. Unless there are extenuating circumstances, failure to complete National Guard Bureau prescribed courses at PEC within the first year of employment, may be cause for reassignment to other full-time positions or termination of employment.
