This Supervisory Diagnostic Radiologic Technologist is located at the San Diego VA Healthcare System in San Diego, CA in the Radiology Service Diagnostic section under the general direction of the Chief Technologist and the Chief of Radiology Service. The incumbent assists, oversees, plans, and develops activities in the Diagnostic section's programs. This section includes the radiographic modalities of general diagnostic, fluoroscopic, bone density, mammography, and MRI modalities.

Duties

The Supervisory Diagnostic Radiologic Technologist position in the Diagnostic Section has the overall responsibility for the coordination and performance of the Diagnostic Section of the Radiology Service. The incumbent works closely with the technologists, radiologists, clinicians, and clerical staff to assure optimal and efficient coordination of activities, high quality diagnostic/therapeutic exam results, and patient satisfaction also performs, when necessary, as a fully functional diagnostic radiologic technologist at the journeyman level. Supports radiologist or other medical officers to produce radiographic studies used to diagnose medical conditions. Individuals in this assignment serves as a full assistant to a GS-12 Chief Radiologic Technologist and share full responsibility for managing the Radiologic Technology section, also performs as Acting Chief Technologist in absence of Chief Technologist. Major duties include are but not limited to: The incumbent assists the Chief Technologist in formulating and implementing administrative and operational policies and procedures for the Imaging Service in general and specifically for their areas of responsibility in the Diagnostic section. The Supervisory DRT Diagnostic works independently when performing administrative and technical assignments in their areas of responsibility and is expected to function with initiative and independent judgment in their sphere of responsibilities. The incumbent assists the Chief Technologist in formulating and implementing administrative and operational policies and procedures for the Imaging Service in general and specifically for their areas of responsibility in the Diagnostic section. The Supervisory DRT Diagnostic works independently when performing administrative and technical assignments in their areas of responsibility and is expected to function with initiative and independent judgment in their sphere of responsibilities. Functions as the assistant to the Chief Technologist in their areas of responsibility to assure that the annual mandatory hospital training is completed, and that applicable licensures, Professional Certification, Continuing Education, ACLS, CPR and IV certifications are maintained, as required by the licensing bodies, JCAHO, and the facility. The licensures apply to all the technical personnel under their areas of responsibility. Mandatory hospital training for JCAHO requirements applies to all technical and non-technical personnel. Assures the effectiveness and coordination of instructional programs and in-service education sessions. Inventory Control: Ensures that adequate quantities of supplies are available to meet workload demands through a systemized process of ordering, receipt and inventory control. Assures that Diagnostic procedure rooms are always stocked with necessary supplies with special attention to emergent equipment and supplies. Coordinates with Supply Chain Service in maintaining and stocking Omnicell computerized inventory system. Assists in determining costs for specific exams, and projecting costs for budgetary purposes. Coordinates new product evaluation. Recommends methods and products to reduce costs and/or increase quality. Staff Training: Trains or arranges training for new technologists in Diagnostic section. Develops formal orientation, training, and evaluation programs. Recommends, coordinates, and evaluates new or modified procedures/protocols. Instruct other technologists on specialized tasks and new/modified procedures and policies. Participates in the education of Diagnostic technologists as well as other technologists through departmental in-services. Operates a wide variety of computerized equipment such as Direct Digital Radiography (DR), Digital Fluoroscopy, Computer Acquisition and post-processing workstations, PACS viewing stations, viewing software and hospital computer systems such as VISTA and CPRS. Performs picture archival duties. The technologist captures digital radiographs, applies an algorithm, configures the image, and verifies patient information before transmitting them to the picture archive system. This procedure requires the technologist to have a general knowledge of computer operations. Continually reviews new developments in the field of Diagnostic Radiography. Is continually on the alert to improve quality of exams utilizing the new technologies available. The purpose of this review is to provide the patients with the best possible exams for diagnostic purposes. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Certification: All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), [or Mammography (M) duties performed independently, as applicable]. Advanced certification indicates that the incumbent can operate independently and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist. Education: Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from [other accrediting agencies as recognized by the Department of Education (DOE).] Credentialing Standards: Public Law 97-35, the Consumer-Patient Radiation Health and Safety Act of 1981, requires that persons who administer radiologic procedures meet the credentialing standards in 42 CFR Part 75, Standards for the Accreditation of Educational Programs and the Credentialing of Radiographic Personnel. Essentially, they must have successfully completed an educational program that meets or exceeds the standards described in that regulation and is accredited by an organization recognized by the U.S. Department of Education and be certified as radiographers in their field. English Language Proficiency: DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and7407(d). Grandfathering Provision. All persons employed in VHA as a DRT on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and certification that are part of the basic requirements of the DRT occupation. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to meeting the basic requirements listed above, applicants must meet the grade requirements for Supervisory GS-11 Diagnostic Radiologic Technologist. Experience. At least one (1) year of experience equivalent to the next lower grade level (GS-10) directly related to the position being filled that demonstrates the clinical competencies needed to provide services as a quality control technologist, DRT team leader, supervisory radiologic technologist, [PACS technologist, clinical program director], or an assistant chief radiologic technologist. AND For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. DRTs at this grade level may be appointed to one of the following assignments: Supervisory Diagnostic Radiologic Technologist. This assignment is restricted to employees serving as a full assistant chief to a GS-12 chief radiologic technologist. Individuals in this assignment share full responsibility for managing the radiologic technology section. Demonstrate Knowledge, Skills, and Abilities (KSAs) - Must demonstrate all of the following technical KSAs and demonstrate the potential to acquire the assignment-specific KSAs designated by an asterisk (*): i. Knowledge of overall radiology department operations, and the ability to judge effectiveness of the operation. ii. *Ability to monitor and evaluate subordinate supervisor's performance. iii. *Ability to formulate plans, delegate authority, and follow-up on delegated tasks. iv. Knowledge of new and recent developments in the field. References: VA Handbook 5005/119, PART II, APPENDIX G25 Preferred Experience: Current ARRT (R), CRT, and California Fluoroscopy Certificate with an advanced modality preferred. Minimum 5 years of experience as a Radiologic Technologist. Minimum 3 years of experience managing subordinates. Experience with coaching, counseling and issuing disciplinary actions is desired. Experience creating evaluation standards and evaluating performance is highly desired. Experience creating staffing schedules, balancing leave schedules, and monitoring, posting and approving timekeeping for subordinates is highly desired. Experience working with Human Resources and Bargaining Union Officials is recommended. The full performance level of this vacancy is GS-11. Physical Requirements: Diagnostic Radiologic Technologist's work requires long periods of standing and walking up to 8 hours. There is repeated bending, pushing / pulling, reaching above shoulders, use of both hands (hands and fingers), twisting and carrying of moderately heavy articles weighing from 15-44 pounds such as multiple cassettes, grids, as well as wearing lead aprons. Movement of moderately heavy equipment is generally power assisted such as portable machines. Positioning of patients who are disabled may require considerable effort and working in awkward positions. Heavy lifting of incapacitated patients is done only with help of other employees and devices provided by the Radiology Section. See VA Directive and Handbook 5019.

Education

Education: Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from [other accrediting agencies as recognized by the Department of Education (DOE).
