This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system. Positions in the Cyber Excepted Service are positions necessary to carry out and support the mission of the United States Cyber Command. It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA-JH3.

Duties

Lead for Operations Resources and Project Management within the J3 Operations Directorate. Oversees management of all assigned projects including the development and review of Business Case Analysis, Requirements, Project Charters, Cost estimates and all associated project artifacts. Prepares, tracks, and manages J3 inputs/requirements into and through the JFHQ-DODIN Command processes for Resource/Support requests until project completion/resource delivery. Provides input to the Command planning, programming, and budgeting processes, with particular responsibility for J3 resource requirements. Provides project briefings to leadership and various Command resource governance boards. As a recognized technical expert, the employee has significant responsibility for defining major/critical problems and for advising leadership of alternatives and risks. Makes periodic and comprehensive assessment and evaluation of program goals and objectives, which provides a basis for long range planning to enhance the organization's management and support capabilities.

  • Top Secret/ SCI security clearance required.

Qualifications

In order to qualify for this position, you must meet the requirements described below Basic Requirements: Applicants must demonstrate on their resume that they have IT-related experience demonstrating each of the four competencies listed below. - Attention to Detail - Customer Service - Oral Communication - Problem Solving Qualifying Experience: To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience in developing and providing input to the planning, programming and budgeting of a project management program, with particular responsibility for the resource requirements. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.

Education

There is no substitution of education for specialized experience at the GG-14 grade level.
