The Senior Social Worker is assigned to the Social Work Service and is responsible for planning, developing, and implementing social work activities in assigned segments of the Mental Health/Behavioral Science Section of the service. They accept and support the guiding principles of the Medical Center, performing assigned duties in a manner that promotes quality health care, outstanding customer service, and the maintenance of an environment committed to serving Veterans.
Duties
The Senior Social Worker actively supports and functions as a member of a multi-disciplinary team, contributing to initiatives and continuously striving to improve the effectiveness of the team(s) to which he/she is assigned. They are able to effectively meet all of the responsibilities of his/her position working in an off-site duty station with no on-site supervision.
The Senior Social Worker has responsibility for planning, developing, and implementing social work services on behalf of the Mental Health/Behavioral Science Service patients and their families relating to the personal and psychosocial implication of mental health services. Services range from routine to extremely complicated, with the more complicated cases involving depression, death/dying, hospice care, advance directive decisions, and major adjustment to chronic, debilitation illnesses. When needed, they will provide support to the Mental health Clinic for Mental Health Case Management services and will serve as back up for the Mental Health Case Managers.
Additional Duties include but not limited to:
Must have a high level of skill and expertise to establish and maintain effective therapeutic relationships with Veterans in the Mental Health Clinic and/or their families.
Able to independently work with Veterans and their families who are experiencing a wide range of complicated medical, psychiatric, emotional, behavioral, and psychosocial problems.
Must independently complete thorough psychosocial assessments to determine the psychosocial functioning and needs of Veterans and/or their families.
The incumbent must be able to utilize this assessment in facilitating the Veteran's maximum use of treatment for attainment of the highest level of independence that is possible and practicable.
Actively participate as a member of the interdisciplinary treatment team and actively participate through collaboration with Veterans and family as well as interdisciplinary treatment team members in the development and implementation of a resident centered treatment plan.
Possess a working knowledge and experience in use of medical and mental health diagnoses, disabilities, and treatment procedures, including acute, chronic, and traumatic illnesses, common medications and their effects/side effects, and medical terminology.
Must also have a thorough knowledge of the Diagnostic and Statistical Manual of Mental Disorders (DSM-V).
Facilitate discharge planning through collaboration with Veterans and their families as well as interdisciplinary treatment team members to ensure that appropriate discharge plans are executed in a timely manner.
Serve as a liaison between Veterans and/or their families and VA and community resources in order to ensure thorough delivery of services.
Possess knowledge and ability to independently implement treatment modalities, provide counseling and/or supportive groups for Veterans and families, and evaluate/measure outcomes to interventions.
Provide consultation and education to Veterans and their families regarding community resources, VA benefits and specialty programs, and advance directives.
Available to provide consultation to other treatment team and staff members regarding psychosocial needs of Veterans and/or their families and the impact of the identified psychosocial problems on the Veteran's health care planning, compliance with treatment, and discharge planning.
Maintain knowledge of Veteran's benefits and services, community resources, and process for making appropriate referrals to community and other governmental programs or agencies.
Possess skills and knowledge to provide case management services to Veterans and their families throughout the continuum of care.
Will be able to appropriately utilize principles of human growth and development over the life span and will be able to assist Veterans in coping with the loss and grief experiences from disability and terminal illness.
Possess and demonstrate ability to communicate effectively, both orally and in writing with people from varied backgrounds.
Complete mental health "high risk" assessments and refer Veterans appropriately after comprehensive assessment of all factors involved.
Provide oversight and clinical supervision to Social Work Trainees and/or GS-9 Social Workers for Licensure (if State license allows and per SW qualification standards).
Work Schedule: Monday through Friday, 8:00 am to 4:30 pm, with rotating tours of duty as needed.

Qualifications

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. ? 7403(f).
Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may NOT be substituted for the master's degree in social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: In addition to meeting the basic requirements stated above, the following qualifications criteria must be met in determining the appropriate grade assignment of candidates.
GS-12 Senior Social Workercandidates must have the following:
Experience/Education: The candidate must have at least two (2) years of experience post advanced practice clinical licensure and should be in a specialized area of social work practice of which, one (1) year must be equivalent to the GS-11 grade level. Senior social workers have experience that demonstrates possession of advanced practice skills and judgment. Senior social workers are experts in their specialized area of practice. Senior social workers may have certification or other post-masters training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship or equivalent supervised professional experience in a specialty.
Licensure/Certification: Senior social workers must be licensed or certified by a state at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure.

Skill in a range of specialized interventions and treatment modalities used in specialty treatment programs or with special patient populations. This includes individual, group, and/or family counseling or psychotherapy and advanced level psychosocial and/or case management.
Ability to incorporate complex multiple causation in differential diagnosis and treatment within approved clinical privileges or scope of practice.
Knowledge in developing and implementing methods for measuring effectiveness of social work practice and services in the specialty area, utilizing outcome evaluations to improve treatment services and to design system changes.
Ability to provide specialized consultation to colleagues and students on the psychosocial treatment of patients in the service delivery area, as well as role modeling effective social work practice skills.
Ability to expand clinical knowledge in the social work profession, and to write policies, procedures, and/or practice guidelines pertaining to the service delivery area.

Physical Requirements: The physical demands of the work requires use of fingers; moderate walking and standing; near vision correctable at 13" to 16" to Jaeger 1 to 4; far vision correctable in on eye to 20/20 and to 20/40 in the other; hearing aid permitted; clear speech; emotional stability; moderate duty.
