Located in the Department of Veterans Affairs, at the VA Eastern Oklahoma Healthcare System, in the Learning Resources Service, the primary purpose of this position is to provide instruction and assistance to EOVAHCS concerning determination of training needs, sources of needed training, plans to meet needs, design, implementation of training, and the evaluation results.
Duties
Duties include but are not limited to:
Directly supervises three GS-1720-11 Education Program Specialists in the Education & Learning Resources Service
Establishes guidelines and performance expectations for staff
Resolves informal complaints and grievances
Develops, implements, and evaluates all education activities
Interprets higher stratum policies, goals, regulations, and statutes, and applying new methods to resolve complex or controversial issues/problems
Determines most cost-effective educational format for meeting high priority needs of health care groups
Analyzes overall training program and validates local programming and training needs
Responsible for facets of training program administration to include identification of training courses, dissemination of course information to individuals, answering inquiries concerning the nature and purpose of available courses, explaining eligibility requirements and procedures or application, maintaining liaison with VHA and maintaining documentation prescribed by higher and local authorities
Develops statistical data pertinent to the training program
Serves as lead champion for instructional development initiatives within EOVAHCS
Serves as advisor to clinical and administrative staff in the development and review of traning and education plans and strategies
Analyzes, evaluates, and designs adult learning activities
Identifies team learning opportunities that foster shared vision and promotes systems thinking by identifying successful methods of team learning and describing an effective approach for sharing knowledge systematically
Assesses & utilizes optimal learning formats
Analyzes-evaluates educational policy/standards
Matches learning to education needs
Identifies learner performance data & objectives
Utilizing relevant data for surveys, assessments & analysis
Communicates effectively
Applies research and theory to indtruction design
Designs and implements evaluation plan
Designs and conducts learning self-assessments
Links assessments with educational performance
Evaluates and selects appropriate educational technologies
Responds to national data calls related to educational programs and supplies metrics for national offices
Participates in formal orientation sessions
Develops and maintains knowledge-based systems and services relevant to the organization's needs; develops and carries-out plans to promote information resources and knowledge services to diverse populations
Manages the knowledge services by developing a budget for the organization efficiently and effectively, within delegated financial limits
Work Schedule: Monday - Friday; 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/11/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Individual Occupational Requirements - All applicants for the Supervisory Education Program Specialist, GS-1720-12 must meet one of the following basic requirments to be eligible for further consideration:
A. Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses; OR
B. Combination of education and experience - at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in C below; OR
C. Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university; OR
D. At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion.
Specialized Experience - GS-12: In addition to the basic requirements, applicants must have at least one year of specialized experience, equivalent to the GS-11 level in the Federal Service, which equipped you with the competencies required to successfully perform the duties of the position including but not limited to; extensive knowledge of Adult learning theory, methods and principles; academic requirements for various professions; instructional systems design to develop and publish web-based learning materials or on-line tutorials; distance learning methods and web-based academics; computers, including common, off-the-shelf software to develop and maintain data base systems such as computer-based learning systems to document training; management analysis principles and concepts including human resources, purchasing, supply and property management, records management, financial management and budget, and related administrative areas; and advanced communication and interpersonal relations skills, including the ability to appropriately relate to internal and external customers. .

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements and Work Environment: Work is primarily sedentary while sitting at a computer. There may be some walking, standing, bending, carrying of light items, driving of an automobile, etc. Fieldwork may involve traveling to interviews, meetings, training, and sources of information. Generally, work is usually performed in offices, meeting or training rooms, schools, or similar settings. Travel throughout EOVAHCS will be required as needed, including occasional travel for nationwide training, conferences, or meetings.
