Duties
As an Information Technology Specialist in the United States Attorney's Office (USAO), Eastern District of Washington, you will be responsible for providing technical and analytical assistance involving three or more IT specialty areas which support the information management needs of the District. At the full performance level, typical work assignments will include:
Providing customer support services including installation, configuration, troubleshooting, customer assistance, and training in response to user/district requirements;
Installation, configuring, and upgrades to new and commonly used hardware and software systems;
Performing diagnosis and resolution of recurring network and internet problems and service interruptions;
Managing accounts, network rights, and access to systems and equipment;
Designing, development, testing, updating, and management of internet and intranet websites;
Maintenance of network architecture and infrastructure, to include configuring and maintaining servers, hubs, routers, and switches, and monitoring network capacity and performance; and
Understanding and enforcing policies and procedures to ensure information systems reliability and accessibility, and to prevent and defend against unauthorized access to systems, networks, and data.
Responsibilities will increase and assignments will become more complex as your training and experience progress.
Requirements
- You must be a U.S. Citizen or National.
- Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.

Qualifications
For all grade levels individuals must have IT-related experience demonstrating each of the four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.
GS-7: To be eligible at the GS-7 level, you must meet one of the following: Specialized Experience, Education, OR a Combination of Education and Experience, OR Superior Academic Achievement.
Specialized Experience: You must have at least ONE full year of equivalent to the GS-5 level in federal service or equivalent IT experience demonstrating each of the four competencies. Examples of specialized experience include: Assisting with performing a variety of tasks associated with the operations and administration of IT systems; applying basic IT principles and practices to provide software/hardware maintenance support; building or maintaining web or internet and intranet sites, providing user assistance on basic computer applications; and assisting with network monitoring and management.
OR Education: One full year of graduate level education in a degree program such as computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
OR Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. To compute this, first determine your qualifying experience as a percentage of the experience required. Second, determine your graduate education as a percentage of the education required under letter B above. Then add the two percentages together. The total must equal at least 100% to qualify.
OR Superior Academic Achievement: Possess a Bachelor's Degree or expect to complete the requirements for a Bachelor's degree within the next 9 months AND possess at least one of the following criteria: class standing in the upper third of the graduating class; an overall GPA of 3.0 OR at least a 3.0 based on courses completed during the final two years of my curriculum; a GPA of at least 3.5 based on the average of required courses completed in my major field OR based on the average of required courses completed during the final two years of my curriculum; OR election to membership in a national scholastic honor society. GS-9: To be eligible at the GS-9 level, you must meet one of the following: Specialized Experience, Education, OR a Combination of Education and Experience.
Specialized Experience: You must have at least ONE full year of specialized experience equivalent to the GS-7 level in federal service or equivalent IT experience demonstrating each of the four competencies. Examples of specialized experience include: Performing a variety of tasks associated with the day-to-day operations and administration of IT systems; applying network systems management methods including systems performance monitoring; providing user training, managing organizational websites, and assistance on a variety of computer applications; and performing ongoing network monitoring and management.
OR Education: A master's degree or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; OR 2 full years of progressively higher level education leading to a master's degree or equivalent graduate degree.
OR Combining Education and Experience: Possess a combination of education and experience as described above. To compute your qualifying experience as a percentage first determine the number of months of specialized experience you have as a percentage of 12 months. To determine your qualifying education as a percentage, determine the number of semester hours you have completed towards your Master's degree. (Only graduate education in excess of 18 hours may be used in the calculation). Add the two percentages together; they must equal 100% in order for you to qualify.
GS-11: To be eligible at the GS-11 level, you must meet at least ONE of the following conditions as defined below: Specialized Experience, Education, OR a Combination of Education and Experience.
Specialized Experience: One full year of specialized experience equivalent to the GS-9level in federal service or equivalent IT experience demonstrating each of the four competencies. Examples of specialized experience include: Providing IT customer service and support in troubleshooting, recovering, and resolving recurring software/hardware problems; providing technical support services to coordinate teleconferences and distance learning activities; performing ongoing network monitoring and management; distributing and installing new or upgraded software to ensure customers receive current versions of supported software; designing, developing, testing, implementing, and managing internet, and intranet websites; creating basic scripts or code using general knowledge of programming languages and tools; and participating in the testing and implementation of an organization's information security program.
OR Education: One of the following types of education in a related field (e.g., computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management): a Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher graduate education leading to such a degree. This education must have been in one of the following fields OR must have provided a minimum of 24 semester hours in one or more of the following fields and must have required the development or adaptation of applications, systems, or networks: Computer Science, Engineering, Information Science, Information Systems Management, Mathematics, Operations Research, Statistics, or Technology Management.
OR Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 2 full years.
