This position is located in the Human Capital Management Office (HCMO) and is tasked with supporting the Chief, Employee Relations (ER) and supervising a portion of the ER Division. The incumbent is responsible for providing policy guidance, oversight, training and consultative expertise related to ER and Payroll to employees, managers, supervisors and leadership as well as overseeing the development of solutions to difficult problems in the ER and related programmatic disciplines.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG/GS-13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience.
Specialized experience for this position includes:
Applies employee relations laws, regulations, principles, precedents, policy, legal and regulatory principles, concepts, practices, and techniques.
Consults and uses judgment sufficient to provide authoritative advisory services to management officials.
Oversees the operation and management of a range of employee programs such as performance and conduct concerns, telework, drug testing, civilian fitness and wellness program, and leave administration.
Oversees a multidisciplinary team to meet human capital requirements with an emphasis on customer-focused service delivery.
Develops subordinates' abilities to perform and contribute to the organization by inspiring and providing a learning environment of ongoing feedback.
Applies correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner.
Produce written information, which may include technical material that is appropriate for the intended audience.
