This position is a Construction Control Inspector, GS- 0809-11 working at one of the following locations for the R4-Facility and Equipment Management division of the US Fish and Wildlife Service. Titusville, FL - 1 position Sanibel, FL - 1 position Cabo Rojo, PR - 1 position This is a term position expected to last 13 months but may be extended up to a total of 4 years at management's discretion.

Duties

As a Construction Control Inspector your duties will include, but are not limited to, the following: Serves as project coordinator with the responsibility for the surveillance of assigned construction projects involving building and civil construction activities. Engage with onsite contractors in the construction of various types of real property assets. Assists with engineering duties including review of contractor submittals, shop drawings, independent government estimates, preparatory responses to contractor inquiries. Reviews specification packages, design drawings, and independent cost estimates for completeness, code compliance, bid ability, and constructability. Assists in development of scopes of work and estimates for renovation or rehabilitation of facilities. Researches, assesses, and ensures material callouts and equipment meet desired requirements. Reviews modification documents involving design changes, differing site conditions, variations in quantities, revisions in specifications and drawings. Reviews engineering records, files, material lists, as-built project drawings, and prepares a technical correspondence incident log for each assigned project Reviews construction claims and costs. Reviews submitted contractor claims or proposed modifications for potential impacts. Evaluates impacts to schedule, escalation of labor, material, and extended overhead costs. Confers with Contracting Officer Representative (COR) and project manager regarding administration, schedules, quality control, progress, and safety. Provides oversight and inspection of construction operations to ensure proper quality and workmanship, accurate quantity of material, equipment, adequacy of contractor's methods, procedures, operations and equipment installation. Ensures work is executed in accordance to plans, specifications and building codes. Knowledgeable of all laws, regulations, and specifications relating to construction and ensures that contractors strictly adhere to these environmental and ecological requirements.

Qualifications

Only experience and education obtained by 08/14/2023 will be considered. In order to qualify for this position you must possess the Minimum Qualification for this job series and grade level. Minimum Qualification [GS-0809-11] One year of specialized experience comparable in scope and responsibility equivalent to grade GS-9 in the Federal service. Experience must include: 1) Engineering aid or technician or surveying technician performing work directly related to construction; 2) Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements; 3) Supervisor of craftpersons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications. OR Education: Successful Completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., related to the duties of this position. (Unofficial Transcripts are accepted. May be required to provide official transcripts if selected). OR A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
